This letter concerns certain equipment used in connection with Project Liberty, the Public
Housing Safety Initiative (PHSI) for the Southern District of Florida begun in October of 2006.
Project Liberty targeted violent, narcotics -related crime in and around the Liberty Square
Housing Development in Miami, Florida, by providing law enforcement support and assistance
as well as support for youth and adult crime prevention and community empowerment activities.
Equipment purchased with PHSI funding included fifteen (15) surveillance cameras and related
accessories and equipment ("the Property"). It was the understanding of the United States
Attorney's Office (USAO) ; the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF)
and the City of Miami Police Department (MPD), that the Property would ultimately be
transferred to the MPD for its exclusive use. Assistant United States Attorney James Swain,
coordinator of PHSI grants and funding for the Southern District of Florida,-has-beenconsulted -_
and- is inagreement "that the transfer of the Property is proper and may proceed..
MPD is hereby advised that the Property (as itemized on Attachment A), upon signature by
MPD at the bottom of this letter, becomes the sole property of MPD. In connection with its
control and exclusive use of the Property, MPD is wholly responsible for all future costs of its
maintenance and repair. The Property is not under warranty, nor are there existing service
agreements or guarantees. MPD releases ATF and the USAO from any and all responsibility for
the Property and agrees not to seek funds of any type from ATF or the USAO with regard to the
Property.

Contact information for the original vendor of the Property, Cascade Controls of Portland,
Oregon, as well as operational manuals for the cameras and video recording software in a digital
format will be provided by ATF to a designee of MPD. Due to the sensitive nature of the
information, the exact location of the Property will be provided separately by ATF to a designee
of MPD as directed by MPD, The effective date of the transfer of ownership of the Property is
the date of signature of this correspondence by a MPD designee.

of Miami and make our community safe: We hope that this equipment will continue to serve as
an effective intelligence -gathering tool for your Department.
