Recommendation
It is recommended that the Board approve the attached resolution authorizing the County Mayor's or his
designee's action In applying for US Department of Housing and Urban Development (US HUD) funds from
the Florida Department of Community Affairs (DCA), CDBG 2005 Hurricane Disaster Recovery Program –
Supplemental-Appropriati'on addressing Hurricane Wilma in the amount of $22.043 million, on behalf of
Miami -Dade County and the following municipalities: City of Florida City, City of Homestead, City of Miami,
City of Miami Beach, City of Miami Gardens, and City of North Miami.
It is also recommended that the Board authorize the County Mayor or his designee to receive and expend
grant funds; execute such contract and subrecipient agneementsas required by grant guidelines following

becomeavailable from -this source; file and execute any necessary amendments for and on behalf of the
County; and exercise amendment, modification, renewal, cancellation, and termination clause of any
contracts and agreements on behalf of the County.
Background
In 2006, Miami -Dade County received an initial funding allocation of $16.1 million from DCA and US HUD
for the 2005 Disaster Recovery Initiative, Florida Small Cities CDBG Program. In August 2007, Miami -
Dade County was advised that US HUD and. DCA made available a second round of CDBG disaster
related fends through a supplemental appropriation addressing Hurricane Wilma totaling more than $22
million for the Miami -Dade County community. This funding is designated to assist local governments
around the state with satisfying their disaster recovery needs in the areas of housing (replacement,
rehabilhationtrepair and hardening and mitigation activities) and infrastructure repair/improvement projects.
Eligible activities for disaster recovery funding were limited to the following: 1) Single family/Multifamily
Housing Repair, Rehabilitation, or Replacement and Hardening, and 2) Infrastructure repairlimproverhent
_---_.(damaged_.as_a_result of -Hurricane -Wilma). -The -plan requires -funds to -be used to -specifically -address the -
needs of low- to moderate -income households, which Is limited to 60 percent of area median income (AMI)
and below. All damaged structures receiving assistance a4 required to be repaired, rehabilitated, or
replaced and hardened to further protect from future stomts. Award recipients cannot use this disaster
recovery funding for a project or activity that -was underway prior to the Presidential disaster. declaration of
October 24, '2005 (Hurricane Wilma). Persons receiving assistance must also certify that no duplication of
funding has been secured to undertake the mitigation activities specific to their home. The disaster funding
can be used to harden homes not damaged; however, the structure needs to be in the declared disaster
area.
To facilitate the collection and compilation of the required project information for inclusion in the County's
final application, -the decision was made to adhere to DCA's application definitions, guidelines, forms and
application instructions to the maximum extent as possible. On August 31, 2007, the County hosted a
public meeting inviting all local municipalities and County departments to discuss the objectives of the

program, the application requirements, and process as delineated by DCA_ The process utilized to develop
the County's comprehensive application in this second round emulated the process implemented
previously for the first round of funding from DCNs 2005 Disaster Recovery initiative. A Technical Review
Committee reviewed project submissions and subsequently a Prioritization Committee reviewed, rated, and
ranked all project submissions deemed eligible by the Technical Review Committee.
Staff received 24 projects totaling more than $28 million by 12 municipalities and County departments. A
publicly noticed technical review of each project was conducted by a panel of individuals with knowledge of
CDBG requirements representing entitlement communities and participants in the CDBG small cities
program to verify eligibility and compliance with program requirements. The Technical Review Committee
deemed 19 of the 24 project applications eligible and in compliance with CDBG Disaster Recovery
Program guidelines and forwarded to the Prioritization Committee for further review. The Prioritization
Committee, which included voting members representing the Alliance for Human Services, the Greater
Miami Chamber of Commerce, and the United Way, recommended all 19 eligible projects for funding and
inclusion in the County's application.
As stated in the report on the October 2, 2007 agenda of the Board of County Commissioners, the
application needed to be submitted to DCA by the October 1, 2007 deadline. The short turn around time
imposed by the State in order to submit by the application deadline, did not allow sufliclent time for the
processing of the resolution and its submission to the Board prior to the submission of the final application.

Fiscal Impact/Funding Source
The CDBG Hurricane Disaster Recovery, Supplemental Funds for Wilma will provide $22.043 million in
funds to Mlaff&DDade County and six local municipalities for a total of 19 housing and infrastructure
repairrmprovement projects. Approximately $675,000 Is to be retained by the County for administrative
expenses. The final County application included approximately $21,368 million for the specific allocations
identified previously. County matching funds are not required:
Track Record/Monitor
The Mlami-Dade County Office of Community and Economic Development will administer, monitor and
track the funds and contracts for all 19 approved projects. With the exception of the City of Miami [leach
which is a first-time sub -recipient, all the sub -recipients recommended for funding have contracts with
OCED for projects in progress that were funded from the initial CDBG 2005 Disaster Recovery allocations
awarded in 2006.

WHEREAS, this Board desires to accomplish the purposes outlined in the
accompanying memorandum, a'copy of which is incorporated herein by reference,

COMMISSIONERS OF lYIIAMI DADE COUNTY, FLORIDA, that this Board
approves the County Mayor's or his Designee's action in applying for grant funds from
the 2005 CDBG Disaster Recovery Program, Supplemental Appropriation addressing
Hurricane Wilma of the Florida Department of Community Affairs for disaster
recovery projects in the approximate amount of $22 million- as, applicant on behalf of
Miami -Dade County, City of Homestead, City of Florida City, City of Miami, City of
Miami Beach, City of Miami Gardens, and the City of North Miami and authorizing the
County Mayor or his Designee to receive and expend grant funds; execute such
contract and subrecipient agreements as required by grant guidelines following
approval by the County Attorney's Office; apply for, receive, and expend any
additional funds that might become available from this source; file and execute any
