I Dear Chairman Sarnoff* This letter serves as the Miami River Commission's (MRC) "official statement' 'to all City Commissioners, requested in City Resolution 00- 320, regarding September 16, 2010 City Commission agenda item PH. 1, which impacts the Miami River. The MRC respectfully recommends approval of agenda item PH. 1, renewing the Scavenger 2000 decontamination vessel contract. The water clean-up vessel has provided excellent services to the City of Miami over the past 9 years, including floatable debris removal, and every hour decontaminates 600,000 gallons of water and injects 150,000 liters of oxygen into the water. From October 2008 to May 2009, the vessel collected 7,604 cubic feet of trash, decontaminated 481,800,000 gallons of water and injected 100,450,000 liters of oxygen into the water. These combined efforts result in significant improvements to water quality citywide. In addition, renewal of the Scavenger 2000 decontamination vessel services will result in the cleaning of over 100 city owned storm water outfalls citywide, consistent with the National Pollutant Discharge Environmental System (NPDES) Permit which the City of Miami is required to receive annually from the Florida Department of Environmental Protection. The United States Coast Guard is partially responsible for ung the Miami River's designated Federal Navigable Channel is clear of any hazards to navigation. It is my understmAng that in one year of service, the Scavenger 2000 removed over 750 hazards to navigation from the river, including but not limited to logs, welding cylinders, de. The removal of these hazards to navigation, which appear on a regular basis, have been critical to maintaining the Miami River's safe federal Navigable Channel for vessels to transit. Furthermore, the U. Roast Guard has a leadership role in providing Homeland Security in the Port of the Miamier, free from terrorism and illegal contraband. The Scavenger 2000 Captain uses a cellular camera to take pictures of any suspicious activity, and the pictures are 6 - mailed mailed meal time to the U.S. Coast Guard. This service provides additional necessary surveillance of the Miami River area, which has benefited the U.S. Coast Guard's efforts in that regard.
