A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPOINTING: 1) JACK R. BLUMENFELD, 2) TERESA POOLER, AND 3) JUAN C.
CURA, AS SPECIAL MASTERS TO SERVE AS HEARING OFFICERS TO PRESIDE
OVER VEHICLE IMPOUNDMENT PROCEEDINGS AND RENDER WRITTEN
FINDINGS AND RULINGS; AUTHORIZING THE CITY MANAGER TO EXECUTE
INDIVIDUAL SPECIAL MASTER AGREEMENTS, IN SUBSTANTIALLY THE
ATTACHED FORM, FOR THE DEPARTMENT OF POLICE, ON AN AS -NEEDED
CONTRACTUAL BASIS, FOR A PERIOD OF TWO (2) YEARS, WITH THE OPTION
TO RENEW FOR TWO (2) ADDITIONAL ONE-YEAR PERIODS, IN AN
AGGREGATE AMOUNT NOT TO EXCEED $100,000; ALLOCATING FUNDS FROM
THE POLICE GENERAL OPERATING FUND, ACCOUNT CODE
00001.190104.531000.0000.00000.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. Jack R. Blumenfeld, Teresa Pooler and Juan C. Cura are appointed as Special
Masters to serve as hearing officers, to preside over vehicle impoundment hearings and proceedings
and to render written findings and rulings.
Section 2. The City Manager is authorized {1} to execute individual Special Master Agreements,
in substantially the attached form, on an as -needed contractual basis, for a period of two (2) years,
with the option to renew for two (2) additional one-year periods, in an aggregate amount not to
exceed $100,000, with funds allocated from the Police General Operating Fund, Account Code
00001.190104.531000.0000.00000.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

{1 } The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
