MEN'S DRESS SHIRT - SHORT SLEEVE

Content: Permanent press poplin weave with soil release 65% Dacron Polyester / 35% Cotton
Weight: 4.0 to 4.25 ounce per square yard
Construction: 104 warp yarns x 54 fillings per sq.

Color:
White (Galey & Lord; Style - Concept; Color — 2540).
Style:
The style shall be known as a convertible collar, short sleeve, coat shirt, with full-length tail and form fitting.
The shirt to have two outside pleated breast pockets and scalloped flaps having one button each. Also to have
full badge sling and shoulder straps. The back to have a double yoke.
Collar:
Convertible collar shall be one piece and to measure 3'/4" long at points. The collar shall be made with fused in
Mylar stays. Collar to be topstitched 1/8" off the edge. To be interlined with #250 Dacron.
Front:
Each front shall have a facing 3" in width. The left front shall have a top center 1 '/2" wide with two rows of
stitches 7/8" apart. Stitching on top center is not to be visible on the turn back facing. The shirt will have 7
buttons and buttonholes on the front. Spacing between each button will be 3 3/" except the spacing between
the neck and the first button on the front, which will be 2 %2". Top center interlined with #250 Dacron. The fronts
shall be joined to the yoke so that both raw edges of the yoke are turned under, with the front sandwiched
between, and then all three are stitched down with a 1/16" raised stitch. Safety stitch joining unacceptable.
Pockets:
Two breast pockets with 1 '/" stitched pleats. Pocket to measure 5 5/8" wide x 6" deep. Both breast pockets to
have 1 '/2" pencil stitch. Each pocket to have Velcro tape 3/" long x '/2" wide, positioned on both edges of
pocket to correspond with outer scalloped flap points.
Flaps:
Deep scalloped design to measure 5 7/8" across and 2 3/" in depth at center point, 2 %" at the sides. Secured
to shirtfront approximately %" above pocket. Both flaps to have invisible pencil opening 1 ''/2" to correspond
precisely with pencil slot of pocket. Flaps to be topstitched 1/8" off the edge. Under side of the flap to have
Velcro tape 3/" long x '/2" wide, positioned on outer points of both pocket flaps. Creased and edge stitched
pocket flap construction unacceptable.
Sleeves:
Sleeves are to be straight and whole, to have 3/" hem and to finish approximately 9" long from shoulder seams.
Shoulder Straps:
Asymmetrical shape topstitched 1/8" off the edge to be set on yoke with leading topstitches conforming with
front joining seam. To measure 2" at sleeve tapering to 1 3/8" and set not more than %2" from folded collar.
Cross-stitched approximately 2" from sleeve seam. Creased and edge stitched shoulder strap construction
unacceptable.
Badge Reinforcement:
Two-ply sling 1" wide centered over the left pocket and stitched to shoulder seam and flap setting stitch. To
have 2 buttonhole eyelets approximately 1 %" from top of pocket flap spaced 1 '/" apart and centered on sling.
Buttons:
First grade 19 ligne, pearlescent plastic to match.
Sewing:
Single needle throughout. All topstitched 1/8" off the edge. Sleeve inserting and side close felling safety
stitched.
Thread:
All sewing threads to be fast color polyester core polyester wrap to match.
Interlining:
Collars, pocket flaps and top center to be interlined with 100% Dacron #250.
Military Creases:
Five stitched in sharp military creases on all shirts. One crease on each front to be centered vertically. Spacing
for Military creases on shirt back to be proportionate to the size of the shirt.
Construction:
Collars, flaps and shoulder straps are made by the conventional construction. Top ply, bottom ply and
interlining are first stitched together, then turned rightside out and finally topstitched.

Shall be a Poplin weave, 65% Dacron Polyester/35% Combed Cotton with a finished weight of 4.0 to 4.25 oz.
per square yard with a minimum thread count of 104 warp yarns and 54 filling yarns per square inch. Shall
have a Permanent Press, Soil Release Finish.
Color:
White.
Style:
Coat style, form fitting, collar attached, long sleeves with barrel cuffs. Two pleated breast pockets. Shoulder
straps. Full badge reinforcement.

Collar & Stand:
Collar point so measure 3 1/4" long with fused in Mylar stays. Collar height at rear 1 1/2". Topstitched 1/8" off
the edge.Collar stand to measure 1 5/16" at rear. Collar and band to be die cut. Collar interlined with #250
Dacron. Band interlined with "Crease N Tack".
Front:
The left front shall have a top center 1 1/2" wide with two rows of stitches 7/8" apart. The Shirt will have 7
buttons and buttonholes on the front, spacing between each will be 3 3/4" except the spacing between the
neck button and the first button on the front which will be 3 1/4". Top center interlined with Dacron. The fronts
shall be joined to the yoke so that both raw edges of the yoke are turned under, with the front sandwiched

cuff and one button and buttonhole in center of facing. Both cuffs to be interlined with Dacron #250.
Buttons:
First grade 19 ligne, matching pearlescent plastic.
Stitching:
Single needle throughout. All topstitched 1/8" off the edge. Sleeve inserting and side close felling, safety
stitched.

Military Crease:

Blouse: The alterations for conversion will be done as follows:
All shirts will be long body sizes with a gusset of self material on each side inserted into the armhole and
squared at bottom with a finished hem. The shirts are to be custom altered to accommodate individual
situation.
Work shall be of professional quality suitable and acceptable to the City. Bidders shall bid price for labor, and
materials per each conversion.

MECHANIC TROUSERS

Fabric:
2 ply poplin or twill, 65% polyester 35% combed cotton, post cured, soil release, permanent press, preshrunk,
colorfast, 7.5 oz.
Color:
Navy blue
Design:
Style shall be full cut modern. Plain front with four regular pockets. Straight legs, no flare.
Pockets:
Two (2) front pockets shall have a minimum 6" opening and 6" depth. The left back shall have a button -on tab
closure. Watch pocket shall be located center front on the right side and have a minimum 2-3/4" opening. All
pocketing shall be made of 65% polyester and 35% combed cotton fabric or equal and permanent pressed
finish. Front pockets shall have double reinforced bottoms. Front and back pockets shall be safety stitched
and serged and then turned to eliminate exposed stitching. Front pockets are to have separate inside facings
to give added strength at the top entry of the pocket. Back pockets to have outside top -on -seam welt with no
raw edges. All openings at point of strain to be bartack reinforced. Front pockets are to be hung to the side
seam of the trouser and locked to the point of strain by a vertical inside bartack. Color to match trouser
material.
Waistband:
The waistband, to be 2" wide, is to be sewn to the perma-press treated waistband curtain, interlined with same
treated buckram, turned and then sewn down. Right fly lining and crotch piece extension lining to be of same
goods as pocketing, to be one piece, sewn down flat, '/2" beyond inseam joinings.

Belt Loops:
There shall be a minimum of seven (7) belt loops, approximately 3/" X 2", double thickness, butted on reverse
side, sewn into waistband seam, top and bottom except for back center loop which is bartack reinforced
(affixed) for easy outlet alteration.
Zipper and Closure:
Scoville (gripper -zipper) or equal, #5 brass style with double cam lock (pin lock not acceptable) with metal
bottom stop. Cloth fly to be outside bartacked at point of joining, perma-press treated. Talon or equal hook
and eye closure.
Sewing:
All sewing to incorporate vat threads of best weights, all polyester or polyester core, first quality. All raw seams
of trousers are to be serged to eliminate fraying. Outseams and inseams are to be chain stitch sewn to reduce
seam popping. Seat seams to be sewn with special tandem seat seaming machine.
Bottoms:
Bottoms shall be straight and hemmed to fit with a 2" wide hem, no cuff, no flare.
Pressing:
Being perma-press, it is imperative that all trousers be pressed completely and properly before initial issue of
same.
Labeling:
All trousers must be furnished with a label, permanently affixed. It must include correct fabric content and
identification; label must be specially treated with a writing finish surface.
Leg Hem Alterations:
Trousers shall be accurately measured in length and altered to fit the wearer, as needed. Work shall be of
professional quality suitable and acceptable to the City. Bidders shall bid price for labor, and materials per
each garment, and to include this cost in the price of trouser.
Garment Waistline Alterations:
Garments to be accurately measured around the waist and adjusted to fit the wearer as needed. Work shall be
of professional quality suitable and acceptable to the City. Bidders shall bid price for labor, and materials per
each garment, and to include this cost in the price of trouser.
FIREFIGHTER MEN'S/WOMEN'S WORK TROUSERS

FLY:
Trouser shall have a brass metal zipper with memory lock brass slider secured by metal stopper at base.There
"J" STITCH shall be a French Fly tab closure on the inside of the right fly. The tab shall be double ply made
of the basic trouser fabric (tabs made of pocketing material or a "grown on" French Fly will be
cause for rejection). The right fly shall be lined with the same material and color as the
pocketing. The fly lining shall be sewn to the left fly continuing below the zipper into the crotch
area in a neat and durable manner. A button shall be located on the left fly corresponding with

Pocketing:
The pocketing shall be 70% Polyester / 30% Cotton, 2.9 oz. per square yard (60" width) with a minimum 78 X
64 count. Pocketing must have a durable press finish and the color of the pocketing must be black.
Pocket Design:
The two (2) front pockets will be quarter top style with a minimum opening of 6" and a minimum depth of 5 3/4"
measured from the bottom of the pocket opening. Pockets shall be constructed using the stitch, turn, and
topstitch method. Pocket facings shall be made of the basic fabric and shall measure a minimum of 3" in
width. The front pockets shall be double tipped.
The two (2) hip pockets shall have a minimum opening of 5 1/2" and a minimum depth of 5 3/4" measured from

PW Machine and the welts shall be finished in such a manner that there is no top stitching (top stitched hip

Waistband:
The trouser will be made with the stretch waistband system, which is designed to provide the wearer with a
more comfortable and better fitting trouser. The waistband shall be constructed using the "closed method" and
shall measure 2" wide when finished. The waistband closure shall be accomplished with a crush proof hook
and eye. The hook and eye shall be reinforced with stays made of a non -woven fabric that are anchored by the
topstitching for the fly facing and curtain. This topstitching must be to the top of the waistband. The waistband
must be topstitched 1/16" below the waistband seam for added strength. The top portion of the inside of the
waistband is to consist of the same fabric as used for pocketing (70% polyester 30% cotton - minimum 80 X 62
(+/-) 2 count). The fabric is to be cut on the bias for maximum comfort. To be 12 wide and to finish 12 wide
after construction.
Upper waistband curtain to be inner lined with stretch Ban -Rol canvas. This canvas fabric consists of a warp
of 47 ends of texturized nylon and a fill of 34 ends of 750 denier polyester monofilament. The woven fabric is
coated with latex, which completely encapsulates all yarns. This finish canvas fabric weighs 12.0 oz/yd 2. The
canvas will be cut 1'/2" monofilaments running vertically and have a 10% stretch.

Design:
Trouser shall be manufactured from a men's uniform trouser pattern. The trouser styling shall incorporate a
plain front, straight leg bottoms, two (2) quarter top front pockets, and two (2) hip pockets.
Pocketing:
The pocketing shall be 70% Polyester / 30% Cotton, 2.9 oz. per square yard (60" width) with a minimum 78 x
64 count. Pocketing must have a durable press finish and the color of the pocketing must be black.
Pocket Design:
The two (2) front pockets will be quarter top style with a minimum opening of 6" and a minimum depth of 5

bottom of the tab to form an opening for a button. A button shall be located below the bottom welt
corresponding in location with the tab.
Waistband:
The waistband shall be constructed using the "closed method" and shall measure 2" wide when finished. The
waistband curtain is to be made of the same fabric and color as the pocketing material and shall be attached to
the trouser with a Rocap Machine. The waistband must contain 3/4" BAN-ROL to prevent roll over and have
three (3) strand Snugtex to keep shirts tucked in. The waistband closure shall be accomplished with a
crushproof hook and eye. The hook and eye shall be reinforced with stays made of non -woven fabric that are
anchored by the topstitching for the fly facing and curtain. This topstitching must be to the top of the
waistband. The waistband must be topstitched 1/16" below the waistband seam for added strength.
Fly:
Trouser shall have a metal memory zipper. There shall be a French Fly tab closure on the inside of the right
fly. The tab shall be double ply made of the basic cloth (tabs made of pocketing material or a "grown on"
French Fly will be cause for rejection). The right fly shall be lined with the same fabric as the waistband curtain
and pocketing. The fly lining shall be sewn to the left fly below the zipper in a neat and durable manner. A
button shall be located on the left fly corresponding with the French Fly tab to provide a clean and comfortable
closure. There shall be a firm straight bartack at the bottom of the fly going through the zipper tape.
Belt Loops:
There shall be a minimum of seven belt loops 3/4" in width of double thickness. Each loop must have a non-
woven interlining. All loops (except for the back center loop) must be sewn into the bottom of the waistband
("dropped" belt loops are cause for rejection) and the top of the belt loops shall be caught into the waistband
curtain seam with a Rocap machine. The bottom of the center back loop shall be tacked to the trouser and the
top of the loop tacked to the outside of the waistband.

There shall be two (2) set in hand warmer pockets into the front panel seam. This seam runs from the shoulder
seam to the bottom of the jacket. The pockets shall have an opening of 6 ''/". Pocketing shall be made of shell
material for extra strength. There shall be bartacks at the top and bottom opening of the pockets.
Collar:
There shall be a shirt style, pointed, self -goods collar with a collar stand and a heavy non woven interlining.

Sleeves:
The sleeves shall be constructed in such a manner that the garment does not rise when the wearer raises their
arms. A separate piece of outer shell material shall be sewn on the underside of the sleeve to form a gusset.
The jacket shall have an articulated armhole for freedom of movement.
Cuffs:
The cuffs shall have elastic sewn half way around with cuff tabs and snap secured to the sleeve. There shall
be 2 male snaps spaced approximately 2" apart for sleeve adjustment.
Epaulets:
There shall be a pointed epaulet sewn at each shoulder seam and secured with a snap closure at the collar

Pockets:

4/ The film side of the laminated cloth shall contact the water. The hydrostatic head shall be 30 inches
(1.1 psi) and shall be held for 3 minutes. Leakage is defined as the appearance of water any place within the
4.5 -inch diameter test area. The test may be performed using any device that tests the same specimen area
at the equivalent pressure. In case of dispute, the apparatus described in FED -STD -191A Method 5516 shall
be used.
5/ Ten warp and ten fill specimens 3.25' x 4.5" shall be selected from each sample unit. The 3.25"
dimension is the test direction. Specimens shall be flexed for 20,000 cycles as specified in ASTM -D 2907 and
as follows. Mark the film side of each specimen with two lines 1.7 inches apart and perpendicular to the test
direction. The area between the lines is the test area and shall be centered on the film side of the specimen.
Wrap the specimens around fully extended pistons with the film side out. The test area lines shall meet evenly
and shall line up with the edges of the pistons.
Clamp in place making sure the clamps are not in the test area. Check specimen for smoothness and
tautness (wrinkles cause improper flexing). The distance between the pistons shall be 1.7" in the open
position and 0.5" in the closed position as measured from the bottom of the upper piston and top of the lower
piston. Place the test apparatus with mounted specimens in a test chamber at -25 ± 2°F for a one hour
conditioning period and then flex in the test chamber at -25 ± 2°F. After flexing, test for water permeability as

in footnote 4/ except that the orifice of the tester shall be modified to accommodate the smaller specimen size
as shown in Attachment 1.
6/ One 14 inch by full width specimen shall be selected from each sample unit. The specimens shall be
agitated using the "normal" cycle in an automatic home laundering machine as specified in AATCC 135-1992
except that the machine shall be capable of continuous agitation. The water level shall be maintained at 16 ± 1
gallons, and the water temperature shall be 32 ± 9°C. The load shall be 2 ± 0.2 pounds. The specimen shall
be removed from the washer after 100 hours of continuous agitation. The specimen shall be air dried and then
tested for water permeability at three sites across the width of the specimen according to footnote 4/.
7/ One 1 yard by full width specimen shall be selected from each sample unit. The specimens shall be
professionally dry-cleaned ten (10) times with a pure distilled solvent rinse. The specimens shall be tested for
water permeability at three sites across the width of the specimen according to footnote 4/.
8/ The water pressure shall be applied to the film side of the laminated cloth from below the test
specimen. The maximum pressure of 25 psi shall be attained in 2 minutes ± 20 seconds and shall be applied
for 5 minutes. Leakage is defined as the appearance of water any place within the test area.
9/ Place a 6" x 6" piece of blotting paper on a flat surface and cover with a 10" x 10" test specimen with
the film side up. Weigh out 2.0 ± 0.1 grams of solid contaminant or pipette 2.0 ml of liquid contaminant. Place
the contaminant on the center of the specimen and cover with a 6" x 6" piece of glassine paper. Place a 4 -
pound weight on the glassine paper directly over the contaminated area, Allow the weight to remain on the
specimen for 30 minutes. Remove the weight and glassine paper and allow the specimen to sit undisturbed for
an additional 30 minutes. Wipe off any excess contaminant using a fresh piece of blotting paper and test for
water permeability as in footnote 8/ except that the water pressure shall be applied for 3 minutes.
10/ One specimen per sample unit shall be tested for water permeability after exposure to synthetic
perspiration. The specimen shall be not less than six inches in diameter. The test cups shall accommodate
this size specimen and shall have a depth of at least one inch. The cups shall be sealed to prevent leakage.
The solution shall contact the fabric side of the laminate.
Synthetic perspiration shall be prepared by stirring the following ingredients into 500 ml of distilled water:

For moisture vapor transmission rate and hydrostatic resistance, the mean of each sample unit must meet the
requirement specified. The mean is the average of five cross -web specimens. For water permeability testing,
each individual specimen must meet the requirement specified.
Removable Liner:
There shall be a zip -out liner that shall be secured to the body of the jacket with 2 molded plastic zippers and a
snap at the nap of the neck. The liner shall be 3M Thinsulate C100 backed with non -pilling micro fleece to

fusible interlining. There shall be 3 Flying Cross logo buttons sewn on the right front to align with the vertical
buttons on the left front. One replacement button to be sewn inside the shirt, bottom side seam. Left chest
pointed pocket, hidden shoulder mike tabs.
Back:
Back to have double stitched, half moon yoke. Extended tail with 2 '/2" side
vents with twill tape to match shade of shirt. Four thread overlock side
seams. One inch hem front and back with'/" double needle stitching.
