MIGOYA City Manager Invitation For Bid (IFB) for Fire -Rescue Uniforms and Safety Shoes TO: ALL PROSPECTIVE BIDDERS: The following changes, additions, clarifications, and deletions amend the Bid Documents of the above captioned IFB, and shall become an integral part of the Contract Documents. Words and/or figures stricken through shall be deleted. Underscored words and/or figures shall be added. The remaining provisions are now in effect and remain unchanged. Please note the contents herein and reflect same on the documents you have on hand. It has been brought to our attention that the specifications for the EMS Jacket (line # 10.20 through 10.27) make reference to outdated NFPA Standards. Therefore, the following sections of the specifications for the EMS Jacket have been modified as follows: General Design: The jacket shall be approximately 32" long from the collar seam to the bottom of the jacket. It shall have 2 dual entry lower bellow pockets. There shall be an accessory pocket on the left sleeve and a radio pocket on the right breast with a storage pocket on the left breast. There shall be epaulets with snap closure, shirred adjustable cuffs with snap closure. There shall be a 1 %2" reflective trim with a hi -viz lime green reflective trim substrate encircling the bottom of the jacket, down the front storm flap, across the back and around each sleeve. The jacket shall have a removable non -pilling fleece liner backed with poly -filled insulation. There shall be a Underwriters Laboratories certified free hanging membrane lining that meets the NFPA 1999 Standard, 02803 2008 Edition. Garment Certification: Garments must meet the Emergency Medical Garment Requirements of the NFPA 1999, Standard on protective clothing for the Emergency Medical Operations, 22003- 2008 Edition. All garments must be certified by Underwriters Laboratories and have the certification label affixed to each garment. Section 2.15, SAMPLES, has been modified as follows: 2.15. SAMPLES Samples, as stipulated under Section 2.10., are to be submitted at the time indicated therein. Failure to meet any of the submission requirements for samples may deem your bid non-responsive. Each individual sample shall be clearly labeled with the bidder's name, bid number, bid title, manufacturer's name and brand name, style number, and its corresponding item number from the Lines section of the Invitation for Bid. A sample shall not be required for any item that represents the manufacturer and brand name specified in the bid. If the bidder fails to submit the "equal item" samples, properly labeled, with its bid Fespense, the City may deem the bidder non-responsive. Bidders shall also submit comparable samples of Sleeve Emblems/City Patch that indicate quality, style and design as required. (The City shall further require actual samples of this item from the Contractor after award, and production is subject to the approval and acceptance of the City.) Bid samples will be returned to all but the successful bidder once the award has been accepted. Page 1 r Q1. Company A's NFPA 1999:2008 edition certification jacket, ID # XXXX, meets the NFPA 1999:2008 edition requirements, as attested by Underwriters Laboratories (U/L). This jacket is equal to or better than the Miami Fire Department's requirements in your RFQ. Can the Company A, NFPA 1999:2008 edition certification jacket, ID # XXXX, be accepted as an acceptable alternative? Al. The determination as to whether a product is an "equal" is made during the bid evaluation process, which takes place after the bid closing date and time. While Prospective Bidders are allowed to bid equal products, they must submit at time of bid the documentation requested in Section 2.10, EQUAL PRODUCTS, which in part states: "[... ] Where equal is proposed, bid must be accompanied by complete sets of necessary data (i.e. factory information sheets, specifications, brochures, etc.) in order for the City to evaluate and determine the equality of the item(s) bid. The City shall be the sole judge of equality and its decision shall be final. The City will notify Prospective Bidder (s) in writing, after the bid closing date and time, should samples of equal items be needed. Samples shall be submitted no later than seven (7) calendar days after a formal request is made by the City. 1„ Q2. What is the approximate value of the contract annually? A2. The approximate annual value of the current Uniforms and Safety Shoes for Firefighters Bid Contract No. 03- 04-165 is $165,027.58 Q3. How many firefighters does the City of Miami Have? A3. The City currently has 771 uniform firefighters and 86 uniform civilian employees. Q4. The specifications for POLO SHIRT, Group 17 items 17.6 thru 17.20 states: "hidden shoulder mike tabs"... Question: It is a hidden shoulder pocket to hold the microphone clip?, or it is an added tab? A4. As shown in the attached pictures, the "hidden shoulder mike tabs" are to hold the microphone clip. Q5. There does not seem to be any terms specified in the Special Conditions which would supersede 1.37. FIRM PRICES in the General Conditions which states: The bidder/proposer warrants that prices, terms, and conditions quoted in its response will be firm throughout the duration of the contract unless otherwise specified in the Formal Solicitation. Such prices will remain firm for the period of performance or resulting purchase orders or contracts, which are to be performed or supplied over a period of time. Manufacturers will not hold their pricing for the life of this contract and it is unreasonable to expect the successful vendor to do so. Is it the intention of the City of Miami to not offer a way for the manufacturers or the successful bidder to increase prices over the lifetime of this 5 year bid? A5. Yes, it is the City's intention that prices be firm and fixed over the five (5) year period of this Bid Contract Q6. Does this store front facility, referred to in Section 2.7 need to be open and fully operational at the time the bid is opened on March 12, upon award of bid or 6 months prior to bid invitation? A6. The City expects the store front facility to be fully operational upon receipt of the Notice of Award and Contract Award Sheet. Q7. For the vendors that bid and are currently doing business inside of the limits of the City of Miami, with a City of Miami license, does section #1.49 of the General Conditions apply? Page 2 A7. Yes, however, Section 1.49, LOCAL PREFERENCE, is only applicable in the case that the bid of "a responsible and responsive bidder/proposer, who maintains a Local Office", within the City of Miami jurisdictional limits, "is not more than ten percent (10%) in excess of the lowest other responsible and responsive bidder/proposer." If the bid of a responsible and responsive bidder, who maintains a Local Office, is more than ten percent (10%) in excess of the lowest other responsible and responsive bidder/proposer, then the local preference does not apply.
