The City of Miami strives to achieve diverse, sustainable, pedestrian -friendly neighborhoods, promote transit connections, and provide safe and comfortable buildings, streets, and parks that contribute to a prosperous city for all residents to enjoy. Submittal • The committee finds that the comments issued on February 16, 2010, have been adequately addressed in this submittal. At this time, the applicant may proceed with the Special Permit process. The Planning Department reserves the right to comment further on the project as details and/or explanations are provided and may revise previous comments based on this additional information. *** Please note that the Planning Department reviews Special Permit proposals based on architectural design, site planning and urban design issues. The project still needs to be reviewed and comply with other department's requirements. It is our intention with these comments to aid in expediting Special Permit applications with your voluntary efforts in making the necessary changes; thereby, avoiding any preventable delays particularly prior to a project's submission to the Large Scale Development Committee or the Urban Development Review Board. 1of1 Ellyn e c t s Ransom Everglades School Pool Replacement March 1, 2010 3575 Main Highway, Coconut Grove, FL Class II Permit URBAN DESIGN NARRATIVE Noise Control The pool replacement project is flanked by the football field and the open bay on the east side, the historical Pagoda building and Ransom Everglades' Campus to the west, the large Gymnasium building and the Campus to the South (nearest neighbor to the south is at least 390' away) and a single family home to the North. Several strategies have been implemented in our project to mitigate noise towards the adjoining property on the north side, the closest and most susceptible neighbor. 1 -Design of an architectural wall that doubles as a sound barrier between the Pool and the property to the North. A basic rule of thumb for sound barrier height establishes that any noise barrier should be at least as tall as the line -of -sight between the noise source and the receiver, plus 30%. So if the line -of -sight is 10' high, then the barrier should be at least 13' tall for best performance. In our case, the line of sight is descending as the pool deck is located approximately 10' above the ground. Notwithstanding the above statement, we have designed an architectural wall that is 18' high above the pool deck (totaling approximately 30' high from the ground) that physically shields and separates both properties. This architectural feature is wide enough to accommodate the bleachers, lockers and other support areas actively acting as a vertical and horizontal buffer zone. 2- The placement of bleachers and support areas on the north side of the deck so that the Pool structure is shifted south and located further away from the property to the North. 3- Architectural wall built in concrete at least 8" thick, heavy enough to provide STC ratings of above 45 Db when the block surface is sealed with paint. Please note that with a reduction of 45DB loud speech is not audible, acceptable to 90% of statistical population. 4- In addition to all of the above mentioned strategies planned to be implemented, it is important to note that between the single family residence to the North and the Pool, there is a natural "green" buffer heavily wooded area with a high density of foliage and tall trees (some as tall as 70'). This area has foliage between the properties with an 80 feet average depth. BEA architects, Inc. Utilize light sources of minimum intensity necessary to accomplish the light's purpose. 2- Employ latest generation light fixtures, so that they direct the light accurately towards where it is needed. 3- Use light fixtures that have a high cutoff rate. This means that the light spill -off beyond the intended target is minimized; this is a similar strategy as that used in South Florida's coastal environments to protect turtle nesting from light pollution. 4- Placement of light fixtures looking away from the neighboring properties. For example, placing light sources on top of the bleachers illuminating to the south, away from the single residence to the north. 5- These strategies are coherent with the latest research an applications recommended by the US Green Building Council. Urban Design • Provide details of how light and noise spillover will be mitigated. Considering this proposal's proximity to residential neighborhoods, design of lighting should be directed away from neighboring properties and measures should be taken to reduce noise where possible. Landscape • Submit a landscape plan that specifies the species and proposed locations of all plant materials. • Enhance the landscape buffers along site perimeters by providing layers of plantings including trees, palms, shrubs, and ground cover. • Provide a tree survey and a tree disposition plan indicating which trees are to remain, be removed or be relocated. The tree disposition plan shall illustrate the location of any overhead or underground utilities, the location of the proposed new construction, and the new locations of existing trees to be relocated on site. Those improvements include: the demolition of the existing (non -historic) swimming pools and the construction of replacement pools; including the construction of locker rooms, bleachers and associated amenities. As we discussed on December 22, 2009, the School will be responsible for the filing of a Certificate to Dig, as the facility is located in a high -probability archaeological zone. We will advise you of the specific requirements (e.g. the creation of a master plan, the employment of a professional archaeologist, etc.) as soon as our consulting archaeologist has a chance to review the plans. The school has filed a Certificate of Appropriateness with this office (COA 2009-175), which has been approved administratively. The reason that administrative approval was appropriate in this case is as follows. The designation reports clearly state that the two historic buildings (The Pagoda, The Paul Ransom Cottage) are the only contributing buildings on the campus. The location of the new aquatic center, (on the site of the existing tennis courts and contemporary gymnasium) has no effect on the two contributing buildings.
