Dear Commissioner Sarnoff:
Thank you for the opportunity to continue to serve our community as your appointment to the
Homeland Defense Neighborhood Improvement Bond Oversight Board. It has been a great honor
to be a part of a process that began in 2002 with a voter referendum and led to the construction
and refurbishment of many City and community assets. As one of the initial members of this
Board, we implemented the policies and procedures that provided oversight of the administration
and vendors. Without question, this Board made a significant positive impact on the Capital
Improvement process in the City. This Board did not hold up progress, but has served as a
repository of institutional knowledge for bond projects that have spanned many years. This Board
has asked tough questions and required the administration to pay attention to detail before
bringing projects to the Board.
Throughout my tenure, I have raised a concern that the City must be able to maintain new projects
after they are completed. It was always obvious that even a minor budget crisis in the City would
limit the City's ability to take care of these new assets. I would much rather see the City create a
green space with CIP dollars, rather than a vertical building that needs comparatively more staff
and maintenance. Whether it has been a new Water Park, a Museum, or a Community Building;
the City or the sponsors of these projects, must identify dedicated dollars to sustain these new
facilities.
I know that this Board will soon sunset as the HDNIB funds are exhausted. I encourage you to find
other large initiatives in the City where the Bond Oversight Board model can be used. I believe it is
a very useful tool.
Please accept this letter as my resignation from the Board. I am happy to continue to serve until a
replacement is found. I am very passionate about the City of Miami, and I hope there are other
ways I can serve the City in days to come.
Finally, thank you for your continued confidence in me as your appointment. I also want to thank
and recognize all of the City staff that have served our board. In particular, Danette Perez who has
served this Board since the beginning is an example of the tireless public servant that the City can
be proud of.
