A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE CITY OF MIAMI ("CITY") DEPARTMENT OF COMMUNITY
DEVELOPMENT MANUFACTURED HOME DOWN PAYMENT ASSISTANCE
PROGRAM POLICIES, FOR COMMISSION DISTRICT 1, AS DESCRIBED IN
EXHIBIT "A", ATTACHED AND INCORPORATED; AUTHORIZING THE
TRANSFER OF FUNDS IN THE AMOUNT OF $200,000, FROM THE DISTRICT 1
HOME INVESTMENT PARTNERSHIP ("HOME") RESERVE ACCOUNT FOR THE
IMPLEMENTATION OF SAID PROGRAM; FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE THE NECESSARY DOCUMENTS FOR THE
IMPLEMENTATION OF SAID PROGRAM AND SAID TRANSFER OF FUNDS.
WHEREAS, pursuant to Ordinance No. 13012, adopted July 24, 2008, the Miami City Commission
approved the establishment of the Commission District 1 Housing Advisory Board which shall receive
its initial sunset review in 2013, and then every four years thereafter, to advise and initiate the
Commission District 1 Housing Initiative; and
WHEREAS, with the adoption of the City of Miami's ("City's") Five Year Consolidated Plan in 1999,
the Miami City Commission approved the establishment of seven (7) Community Revitalization
Districts in the City, and Commission District 1 has been identified as the next area to undergo
comprehensive redevelopment; and
WHEREAS, five (5) annual allocations of $1.5 million in Home Investment Partnership ("HOME")
funds will be used to create the Commission District 1 Homeownership Zone which will create
homeownership opportunities within the district; and
WHEREAS, the priority of Commission District 1 is to address the substandard housing conditions
of the districts manufactured home sites, primarily occupied by low-income residents of the City; and
WHEREAS, as a result, Commission District 1 has established the Manufactured Home
Downpayment Assistance ("MHDA") Program which will be administered by the City's Department of
Community Development; and
WHEREAS, the MHDA Program is designed to assist with the replacement of substandard
manufactured homes utilizing funding from the Commission District 1 Homeownership Zone; and
WHEREAS, the MHDA Program will provide downpayment assistance, closing costs and second
mortgage financial assistance toward the purchase of a new manufactured home to low income
residents whose manufactured homes have been found to be in violation of the codes of the City of
Miami, Florida, as amended ("City Codes"); and
WHEREAS, the Administration requests the approval of the MHDA Program Policies which will

provide Commission District 1 low-income residents with assistance to replace manufactured homes
that have been found to be in violation of City codes, and will provide closing costs and second
mortgage financial assistance toward the purchase of new manufactured homes codes, as described
in Exhibit "A", attached and incorporated; and
WHEREAS, the Administration further requests the transfer of funds in the amount of $200,000
from the Commission District 1 HOME Reserve Account for the implementation of said program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The MHDA Program policies for Commission District 1, which will provide Commission
District 1 low-income residents with assistance to replace manufactured homes that have been found
to be in violation of City codes, and will provide closing costs and second mortgage financial
assistance toward the purchase of new manufactured homes, as described is Exhibit "A", attached
and incorporated, are approved.
Section 3. The transfer of funds, in the amount of $200,000, from the Commission District 1
HOME Reserve Account, is authorized, for the implementation of said program.
Section 4. The City Manager is authorized to execute the necessary documents for the
implementation of said program and said transfer of funds.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
