HomeMy WebLinkAboutCover Memo SRCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM To: Honorable .Mayor Tomas Regalado DATE: June 14, 2010 .And City Commissioners SUBJECT: Elevate Miami Advisory Committee FROM: Carlos Zr— ENCLOSURES: ya REFERENCES: City Nia At the City Commission meeting of June 10, 2010, you approved the Elevate .Miami Advisory Committee and took the first step in the creation of the Elevate Advisory Committee by acceptance of an ordinance on first reading. pursuant to Chapter 2, Article Xl, Division 2, Section 2-883 of the City Code requires that the Commission be provided with a .response to the following questions prior to second reading of the ordinance (1) For boards other than advisory boards, whether the establishment of the board will create sufficient betterment to the community to justify the city commissions delegation of a portion of its authority. Response: Not applicable. The proposed board is solely an advisory board. (2) Whether another board or agency, either public or private, which is already in existence, could serve the same purpose. Response: Where is no other board in existence. Previously, the Dade Community Foundation, Inc in conjunction with the City of .Miami created a board that would have similar responsibilities. By resolution dated May 27, 2010, the 'City Commission ended its agreement with the Dade Community. Foundation, Inc and thereby dissolved the previous board that had been created. A new board is necessary to oversee the success of the Elevate Miami program. (3) The costs, both direct and indirect, of establishing and maintaining the board. Response: This board will be handled by current employees and therefore it would be cost neutral to operate this board. (4) Whether the board is necessary to enable the city to obtain state or federal grants or other financing. Response: The board will assist in obtaining private and public funding as well as donated equipment and services. (5) For boards other than advisory boards, whether the board should have bonding authority. Response: Not applicable. The proposed board is solely an advisory board. Elevate Miami Advisory Committee Page 2Of2 (6) For boards other than advisory boards, whether the board should have the final authority to enter into contracts and spend city funds, or whether its contracts and expenditures must be ratified by the city commission. Response: Not applicable. The proposed board is solely an advisory board. Whether the creation of a new board is the best method of achieving the benefit desired. Response: Yes. The board will assist in the day -today operations and promotion of the program Elevate Miami, In conclusion, I support the establishment of the Elevate Miami Advisory Committee as strongly recommended by the vote of the business community that will be served and benefit The Committee's role presents a true opportunity for the City to cooperate with an active and positive commercial community that is attempting to create a better place and a more successful future.
