Subject: Resolution to authorize the City Manager to execute a Joint Participation Agreement with the Florida
Department of Transportation (FDOT) for the Biscayne-Brickell Trolley.

To authorize the City Manager to execute a Joint Participation Agreement (JPA) with the Florida Department of
Transportation (FDOT) for the state's contribution in the amount of $619,416 for the operating and maintenance costs
associated with the Biscayne-Brickell Trolley service. Matching funds in the amount of $619,416 are to be allocated from
the City's share of the One -Half Cent Transit Surtax proceeds of the People's Transportation Plan (PTP).
Background Information:
The City of Miami was awarded $4,084,282 of Federal Transit Administration (FTA) Section 5307 funds allocated by the
American Recovery and Reinvestment Act (ARRA) to purchase a fleet of eco -friendly rubber -tire trolley buses.
In an effort to reduce vehicular congestion, improve pedestrian mobility, and enhance transit service in the Biscayne-
Brickell District, the City proposed the Biscayne-Brickell Trolley. The Biscayne-Brickell Trolley will serve Downtown
Miami and Brickell areas. The loop extends from SE 26th Road in the Brickell area on the south to Margaret Pace Park on
the north, serving the Brickell, Downtown, and Omni areas and connecting to numerous Metromover stations along the
route. In addition, the route will provide an opportunity lot for a Park -and -Ride at Miami Parking Authority Lots 22 and 23
at the southern terminus of the route. A small extension of the route along N. 1 st Street and Flagler Street will serve the
downtown core. The City will be providing extended trolley service during nights and weekends and for special events in
venues along the route such as the Adrienne Arsht Center for the Performing Arts, the American Airlines Arena, Bayside
Marketplace, and Bayfront Park.

FDOT has tentatively programmed $619,416 of State funds for operating and maintenance costs associated with the
Biscayne-Brickell Trolley service. Although finalized, the JPA is being presented to the City Commission marked as a
draft document, as FDOT will release executable versions at the beginning of their next fiscal year, July 1, 2010. FDOT
cannot financially obligate these funds until said date. The City is required to provide an equivalent match and enter
into a Joint Participation Agreement for said purpose. Matching funds are available from One -Half Cent Transit Surtax
proceeds.
