Federal regulations governing CDBG and other HUD programs require that a participating jurisdiction provide citizens with reasonable notice of and an
opportunity to comment on any new allocation and/ or amendment of HUD programs. In addition, the public is advised of the proposed new
allocation(s)/ amendment(s) to the funding of the City program(s) as indicated below:* t $
Discussion and Proposed Resolutions authorizing the acceptance, allocation, and/or transfer of funds for the following agenda Items:*
1. Discussion and Proposed Resolution accepting Fiscal Year ("FY") 2010-2011, United States Department of Housing and Urban Development
("HUD") Entitlement Grant funds under the following programs: (a) Community Development Block Grant ("CDBG") : $8,950,890; (b) Home
Investment Partnerships ("HOME") : $4,974,286; (c) Housing Opportunities for Persons with AIDS ("HOPWA"): $12,935,584; (d) Emergency
Shelter Grant "ESG" : $363,411; for the total amount of $27,224,171.
2. Discussion and proposed resolution accepting FY2010-2011, Section 8 Housing Program funds, in the total amount of $4,272,582 for rental
assistance, and in the amount of $448,842 for program administration, for the total amount of $4,721,424.
3. Discussion and proposed resolution authorizing the allocation of FY2010-2011 HOME funds in the total amount of $4,974,286 in the following
categories: $497,429 for program administration, $1,500,000 for District 1 homeownership activities and $2,976,857 for all other housing
programs.
4. Discussion and proposed resolution authorizing the allocation of FY2010-2011 ESG funds in the total amount of $363,411 as follows: $10,902 for
program administration; $352,509 to the City of Miami Neighborhood Enhancement Team, Homeless Programs.
5. Discussion and proposed resolution authorizing the allocation of FY2010-2011 CDBG funds, in the total amount of $8,950,890 in the following
categories: $1,790,178 for program administration, $1,342,634 for Public Services, $3,868,078 for Economic Development, $850,000 to City of
Miami Department of Code Enforcement, and $1,100,000 for the repayment of Section 108 loans.
6. Discussion and proposed resolution authorizing the allocation of 36 program year (FY2010-2011) CDBG funds in the total amount of
$3,868,078, in the Economic Development category, to theagencies specified below:'

10. Discussion and proposed resolution approving the City of Miami's Five (5) Year Public Housing Agency ("PHA") Plan Covering FY 2010-2014, in
connection with the implementation and administration of the City's Section 8 Housing Choice Voucher and Moderate Rehabilitation Programs. #
11 Discussion and proposed resolution authorizing the City Manager to modify the Palmetto Homes of Miami, Inc. affordable housing development
located at 1320 Northwest 61" Street and 1370 Northwest 61st Street from a green townhome project to seven (7) green single family homes
project.
* The adoption of this Ordinance/Resolution, by the City Commission, authorizes the City Manager to draft amend the appropriate City of Miami
annual Action Plan.
t This item(s) will be available for public comment and review for a period of no less than 30 days. The review and comment period begins Tuesday,
May 18, 2010 and ends Wednesday, June 16, 2010. The proposed amendment(s) will be presented to City Commission for approval on Thursday,
June 17, 2010 (public hearing).

Interested individuals are encouraged to attend this Public Hearing. The meeting site is accessible to the handicapped. Requests for special
accommodations may be directed to the Department of Community Development at (305) 416-2080 no less than three (3) business days prior to
the Public Hearing date.
Recommendations subject to completion of the appeal process. Additional recommendations may be made or current recommendations may be
adjusted prior to and on June 17th, 2010.
