Background Information: (continued)
The Department of Federal Emergency Management Agency ("FEMA"), U.S. Department of
Homeland Security, Grants Management Branch, has awarded the "Assistance to Firefighters Grant
Award for Fiscal Year 2009" to the City of Miami Department of Fire -Rescue. The grant is going to
assist the Department of Fire -Rescue in purchasing Personal Protective Equipment (Bunker Gear) and
four (4) Emergency Generators Source Units (Generators) for Fire Stations strategically located
within the City of Miami Department of Fire -Rescue's fire protection area.
Annually, the Department of Fire -Rescue answers over 80,000 calls. These calls, within the densely
populated urban environment of the City of Miami, constitute an invaluable service provision to the
half million individuals who live, work, or visit the City of Miami on a daily basis. The daily
firefighting challenges of structural fires, car fires, building fires, chemical and hazmat fires, and
arsons are complicated by a multiplicity of factors, while its geographic location presents a dynamic
emergency that the Department of Fire -Rescue must be prepared to adjust to. Consequently, to
protect the firefighters and the public we serve, each firefighter must have the requisite protective
equipment to safely and effectively manage fire -related emergencies, as well as, weather related ones.
Moreover, a risk assessment study performed in 2003 identified that 10 of 14 Fire -Rescue Stations
were in need of replacing their backup (emergency) generators. The average age of all generators is
over 30 years old. The oldest was put into service in 1949; four (4) priority stations have 35 year old
generators. These generators have reached their lifetime expectations and do not meet the increased
electrical power needs of our Fire Stations during utility electrical power interruptions. In the last
three (3) years the Department of Fire -Rescue has recorded over 60 repairs conducted on said
generators.
