Invitation For Bid (IFB) for Uniforms, Citywide
TO: ALL PROSPECTIVE BIDDERS:

The following changes, additions, clarifications, and deletions amend the Bid Documents of the above captioned IFB,
and shall become an integral part of the Contract Documents. Words and/or figures stricken through shall be
deleted. Underscored words and/or figures shall be added. The remaining provisions are now in effect and remain
unchanged. Please note the contents herein and reflect same on the documents you have on hand.
The "Lines" section in this IFB has been amended as follows:
Pursuant to the attached email dated February 8_201 Neese Industries, Inc., has confirmed that the Yellow
PVC Raincoat, Style# 1450C is only available in sizes Small through 2XL. Therefore, the following lines have
been removed from this IFS:

Q1. Conditions set in previous City of Miami contracts for uniforms required Successful Bidder to be
within the City of Miami limits and to submit a Performance Bond. Are these requirements still part of
your uniform contracts?
Al. As it pertains to IFB 199163 for Uniforms, Citywide, Section 2.18, BID BOND/SURETY BOND, states:
"A Bid Bond in the amount of 5% of the total bid may be required and submitted after the bid closing date
and time."- _
Therefore, -Prospective -Bidders -are -not required-to-submit-a-Bid-Bond-at-time-of-submitting_a_bid-response,_but—___
may be required to submit a bid bond after the bid closing date and time.

Also, Section 2.19, PERFORMANCE BOND, states:
"Within ten (90) working days following notice of award by the City, the successful bidder(s) may be
required to furnish to the City of Miami, a Performance Bond in the total amount of the Cost to the City for
the period of the contract (to be determined at the time of award).
The City will notify the Successful Bidder via the Notice of Award letter should he/she be required to submit a
Performance Bond.
02. Please advise if it's mandatory to bid on the entire bid, or can a Prospective Bidder partial bid on items
of choice?
A2. Section 2.6, METHOD OF AWARD, states:
'Award of this contract will be made to the lowest responsive and responsible bidder who bids on all items
and whose bid offers the lowest price when all items are added in the aggregate. Failure to bid on all items
shall deem your bid non-responsive.'
Therefore, to be deemed responsive and considered for award, a Prospective Bidder is required to bid on all
items listed in the Invitation for Bid.
Q3. Please confirm if the quantities listed on the IFB # 199163 are estimates. They seem to be low.
A3. Yes, the quantities listed in IFB# 199163 are estimates. Section 1.33, ESTIMATED QUANTITIES. states:
"Estimated quantities or estimated dollars are provided for your guidance only. No guarantee is expressed
or implied as -to quantities that will be purchased during the contract period. The City is not obligated to
place an order for any given amount subsequent to the award of this contract. Said estimates may be used
by the City for purposes of determining the low bidder or most advantageous proposer meeting
specifications. The City reserves the right to acquire additional quantities at the prices bid/proposed or at
lower prices in this Formal Solicitation."
Q4. Under the Freedom of Information (FOI) Act, please forward a copy of bid -tab history on -the
items listed in the IF6#:199163 (Uniforms, Citywide).
A4. Attached please find the Bid Tabulation for the current Uniforms, Citywide Bid Contract # 04-05-081. Through
Resolution# 07-0432, the City of Miami Commission authorized the City Manager to consent and accept an
assignment of the Uniforms, Citywide, Bid Contract No. 04-05-081, pursuant to Section 1.6 and 1.71 of said
bid contract from Jules Bros' Uniforms, Inc., to the Fechheimer Brothers Company d/b/a Harrison Uniforms of
Miami alk/a Harrison Uniforms Company, under the same prices, terms and conditions. Enclosed please find a
copy of Amendment No. 3 reflecting the above mentioned changes.
Q5. Is this bid for a rental or lease? Or is it just a direct purchase?
A5. This bid is for the purchase of uniforms.
Q6. What type of uniforms are going out for bid? (i.e. Police, Fire... etc)
A6. Prospective Bidders must refer to "Attachment A - Specifications" for detailed specifications of the type of

Q7. Is the award all or nothing, or can it be split between vendors?
A7. Pursuant to Section 2.6, METHOD OF AWARD,

Q8: Does the end user include either Police, Fire, EMS, Corrections? If not, what departments does it
include?
A8: The City's intent through iFB 199163 is to establish a term contract for the purchase of Uniforms for all City
Departments, (except Police and Fire -Rescue).
Q9: Are there any alteration requirements and if so, what specifically are they?
A9: Yes, there are alteration requirements. Pursuant to Section 2.30, MEASUREMENTS AND TAILORING
SERVICES:
"Prospective Bidders will not be eligible for award unless they provide tailoring services to measure/fit
employees and perform any alterations required for uniform garments during the term of the contract
Successful Bidder shall ensure a proper fit of provided garments for all City of Miami employees. f ... J"
Any alteration requirements will be specified and printed in the Purchase Order document.
Q10: What is the purchasing mechanism? Will individuals be purchasing or will all orders come from one
source?
A10: Pursuant to Section 2.31, ORDER: All orders/requests for items covered by this contract will require the
issuance of a Purchase Order prior to any delivery or pick-up." Purchase Orders are issued by the City of
Miami Purchasing Department and will contain the "Ship To" location and contact information for the City
Department requesting the uniform garments.
Q11: Are there any local vendor/retail store requirement?
Al 1: No, there are no local vendor/retail store requirements.
Q12: What is the basis for award? Price? Service?
Al2: Pursuant to Section 2.6, METHOD OF AWARD,
"Award of this contract will be made to the lowest responsive and responsible bidder who bids on ail items
and whose bid offers the lowest price when all items are added in the aggregate. Failure to bid on all items
shall deem your bid non-responsive."
Although price is the main determining factor in an Invitation for Bid, the lowest bidder will be awarded only if

RESPONSIVENESS, states that A `responsive' response is one which follows the requirements of the formal
solicitation, includes all documentation, is submitted in the format outlined in the formal solicitation, is of timely
submission, and has appropriate signatures as required on each document. Failure to comply with these
requirements may deem a Response non-responsive."

In addition, Section 1.34, EVALUATION OF RESPONSES, subsection C. Determination of Responsibility,
states that a "responsible" bidder is one who '[..] must be able to demonstrate a satisfactory record of
performance and integrity, and, have sufficient financial, material, equipment, facility, personnel resources,
and expertise to meet all contractual requirements.[...] "
Q13: Are there delivery requirements?
A13: Yes, there are delivery requirements. Pursuant to Section 2.8, DELIVERY/PICK-UP, "Successful Bidder(s)
shall deliver or have ready for pick-up at store, ail items within twenty-one (21) calendar days (including those
items -requiring -alterations) -after -receipt
ALL OTHER TERMS AND CONDITIONS OF'THE IFB REMAIN THE SAME.
