HomeMy WebLinkAboutR-10-0221Y°p City of Miami City Hall 4, 3500 Pan American F Drive * ,.611F ���,�� * Miami, FL 33133 � Legislation ation www.miamigov.com < ° R % Resolution: R-10-0221 File Number: 10-00664 Final Action Date: 5/27/2010 A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE MEMBERS OF CONGRESS TO INCREASE THE PERCENTAGE OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING ALLOWED FOR PUBLIC SERVICES FROM FIFTEEN PERCENT (15%) TO TWENTY- FIVE PERCENT (25%); FURTHER DIRECTING THE CITY OF MIAMI'S LEGISLATIVE LOBBYING TEAM TO ENCOURAGE THE MEMBERS OF CONGRESS TO FULFILL SAID REQUEST; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE ELECTED OFFICIALS AS STATED HEREIN. WHEREAS, the world-wide deteriorating economic crisis is affecting all Nation-wide, especially municipalities; and WHEREAS, the City of Miami ("City") is one of the poorest cities in the country and continues to face many unique challenges, including a large elderly population, many of whom live in poverty and rely heavily on City programs; and WHEREAS, the City has dedicated a significant amount of the City's General Fund towards funding public service activities and also through the allocation of Community Development Block Grant ("CDBG") funding; and WHEREAS, due to the current economic situation which has forced the City to make significant cuts, the City will be unable to provide the same level of support going forward without an increase in available CDBG funds; and WHEREAS, the current percentage of Community Development Block Grant ("CDBG") funding allowed for public services is fifteen percent (15%) and is not sufficient to meet the needs of the citizens of the City of Miami ("City"); and WHEREAS, based on actual services provided by the City, CDBG funding in the amount of twenty-five percent (25%) is more accurate and ensures that the citizens continue to receive adequate public services; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. The Miami City Commission urges the members of Congress to increase the percentage of CDBG funding allowed for public services from fifteen percent (15%) to twenty-five percent (25%). Section 3. The City of Miami's legislative lobbying team is directed to encourage the members of Congress to fulfill said request. Section 4. The City Clerk is directed to transmit a copy of this Resolution to President Barack Obama, the Speaker of the House Nancy Pelosi, Senate Majority Leader Harry Reid, Senators Bill Nelson and George LeMieux, the Miami -Dade County United States and to the Miami -Dade County Congressional Legislative Delegation. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1 } Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
