Thompson City Clerk Date: April 23, 2010 Subject: Planning Zoning and Appeals Board References: May 13, 2010 Agenda Enclosures: Applications Pursuant to Sec 62-27 of the City Code, The Planning, Zoning and Appeals Board was created to meet the responsibilities under the continuous comprehensive planning program required by state statutes. Pursuant to Sec 62-63.5 of the City Code, The City Commission shall appoint the board members from the nominations made by each City Commissioner, for ten members of the Planning, Zoning and Appeals Board. The mayor shall appoint one member and the alternate member. Appointees shall be persons in a position to represent the public interest. No person shall be appointed having personal or private interests likely to conflict with the public interest. No person shall be appointed who has any interest in the profits or emoluments of any contract, job, work, or service for the City. No person shall be appointed who holds any elective office or is employed in a full-time capacity by any governmental authority in the county or the City. Before making any appointment, the City Commission shall determine that the person so appointed satisfies the requirements of sections 2-611 (Conflict of Interest) et seq. of the City Code, and no person shall be confirmed in appointment who has not filed the statement required by section 2-615 (List of real estate owned — Required of certain officials). Per application, such disclosure is to be made within 30 days of appointment. In addition, the code of ethics of Miami -Dade County shall apply to members and the alternate member of the Planning, Zoning and Appeals Board. Twelve (12) appointments are required at this time. Based on the discussion on item PZ.14 of the April 22, 2010 agenda (File ID: 10-00290zt, Ordinance No. 13159), the incumbents of the Planning Advisory Board and Zoning Board may be appointed to the Planning, Zoning and Appeals Board. In February 2010, our office advertised for applications in a newspaper of general circulation as required by City Code Sec. 62-123 for Planning Advisory Board and Zoning Board. The dead line for such application was February 25, 2010, 4:OOPM. We received applications from the following individuals: See attached. 1. Lazaro J. Lopez 2. Patrick Earl Sessions 3. James A. Marx 4. Ileana M Hernandez -Acosta 5. Rafael J. De La Sierra (Not qualified as he is NOT a City of City of Miami Elector) • Mayor Tomas Regalado has two (2) nominations to be made: 1. Regular Member 2. Alternate Member • Chairman Marc Sarnoff has two (2) nominations to be made from three incumbents: 1. Michael Schiff - Planning Advisory Board 2. Patrick J. Goggins - Planning Advisory Board 3. Bret Berlin - Zoning Board. • Vice Chairman Frank Carollo has two (2) nominations to be made from four incumbents: 1. Donna Milo - Planning Advisory Board 2. Maria Beatriz Gutierrez - Planning Advisory Board 3. Juvenal Pina - Zoning Board. 4. Ileana Hernandez -Acosta - Zoning Board • Commissioner Wifredo (Willy) Gort has two (2) nominations to be made from three incumbents: 1. Carlos Martell - Planning Advisory Board 2. Guillermo A. Revuelta - Planning Advisory Board 3. Lazaro J. Lopez - Zoning Board • Commissioner Francis Suarez has two (2) nominations to be made from four incumbents: 1. Janice I. Tarbert - Planning Advisory Board. 2. Paul Mann - Planning Advisory Board. 3. Charles Garavaglia - Zoning Board. 4. Angel Urquiola - Zoning Board. • Commissioner Richard Dunn II has two (2) nominations to be made from three incumbents: 1. Ernest Martin - Planning Advisory Board. 2. Ron Cordon - Zoning Board 3.
