SUBJECT: Update on Pension and
r Union Negotiations

The purpose of this memorandum is to report to the City Commission the progress of discussions
regarding pension and negotiations. The City is faced with declining revenues and staggering pension
-costs. The administration and unions recognize the need to provide a short term and long term pension
solution to mitigate costs, if we want to provide stability for our employees, as well as our residents.
In recent weeks, the City Manager has been meeting with the City's labor and financial teams in
preparation for upcoming union negotiations. As requested by the City Commission, the City's actuary,
Mr. Mice Tierney, has met with all of the elected officials to discuss in more detail the City's current
pension obligations .and projections for the .next five years. In addition, he recently made himself
available on April 19th to any elected official that might want to :meet with him to address any questions
or concerns.
On May 1, 2010 the City will present the Unions with proposals it desires to negotiate. An executive
session has been scheduled for April 27" at 9:30 a.m. to discuss in more detail the City's upcoming labor
negotiations. The Administration will continue to schedule executive sessions with elected officials to
provide up-to-date briefings throughout this process.
In light of the recent budget ;projections for the upcoming fiscal year, it is .imperative that the City and
Unions continue to collaborate. The .goal for the City continues to be stability, affordability, and
predictability.
