HomeMy WebLinkAboutLegislationCity of Miami 1 , Legislation "} Resolution File Number: 10-00334 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov,com Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE TRANSFER OF EMERGENCY SHELTER GRANT CLOSE-OUT FUNDS FROM THE 2008 CITY OF MIAMI NEIGHBORHOOD ENHANCEMENT TEAM HOMELESS ASSISTANCE PROGRAM ACCOUNT IN THE AMOUNT OF $28,648.20 AND THE CITY OF MIAMI DEPARTMENT OF COMMUNITY DEVELOPMENT 2008 ADMINISTRATION CLOSE-OUT ACCOUNT IN THE AMOUNT OF $4,509.11, FOR A TOTAL AMOUNT OF $33,157.31; ALLOCATING SAID FUNDS TO THE SUNDARI FOUNDATION, INC. ("SUNDARI"), FOR THE LOTUS HOUSE WOMEN SHELTER LOCATED AT 217 NORTHWEST 15TH STREET, MIAMI, FLORIDA, FOR OPERATING COSTS, AS SPECIFIED IN EXHIBIT "A", ATTACHED AND INCORPORATED; AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDMENT TO THE EXISTING AGREEMENT(S), IN SUBSTANTIALLY THE ATTACHED FORM(S), WITH SAID SUNDARI, FOR SAID PURPOSE. WHEREAS, pursuant to Resolution No. 08-0304, adopted June 5, 2008, the Miami City Commission approved the allocation of funds in the amount of $352,693 to the City of Miami ("City") Neighborhood Enhancement Team ("NET") Homeless Assistance Program to provide essential services to the homeless population of the City and funds in the amount of $10,908 to the City's Department of Community Development for administration costs; and WHEREAS, as per Title 24 of the Code of Federal Regulations Section 576, the Emergency Shelter Grant ("ESG") funds need to be expended within twenty-four (24) months from the date of the grant award; and WHEREAS, the ESG account has a balance of $28,648.20 and of $4,509.11 respectively from NET and the Administration funds; and WHEREAS, NET is unable to use these funds due to the expiration of the waiver for essential services; and WHEREAS, the Sundari Foundation, Inc. ("Sundari") is a non-profit corporation that provides transitional shelter to one hundred fifty (150) homeless women and infants at the Lotus House, located at 217 Northwest 15th Street, Miami, Florida ("Lotus House"), whose services are eligible without any waiver from the United States Department of Housing and Urban Development; and WHEREAS, the Administration recommends the transfer of ESG close-out funds from the 2008 City's NET Homeless Assistance Program Account in the amount of $28,648.20 and the City's Department of Community Development 2008 Administration close-out Account in the amount of $4,509.11, for a total amount of $33,157.31, and the allocation of said funds to Sundari for the Lotus House women's shelter for operating costs, as specified in Exhibit "A", attached and incorporated; City of Miami Page 1 of 2 File Id: 10-00334 (Version: 1) Printed On: 312212010 File Number.' 10-00334 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The transfer of ESG close-out funds from the 2008 City's NET Homeless Assistance Program Account in the amount of $28,648.20 and the City's Department of Community Development 2008 Administration Close-out Account in the amount of $4,509.11, for a total amount of $33,157.31, and the allocation of said funds to Sundari for the Lotus House women's shelter for operating costs, as specified in Exhibit "A", attached and incorporated, is authorized. Section 3. The City Manager is authorized {1} to execute an amendment to the existing agreement(s), in substantially the attached form(s), with Sundari, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} APPROVED AS TO FORM AND CORRECTNESS: JULIE BRU CITY ATT NEY Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited tot hose prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
