HomeMy WebLinkAboutR-10-0154Vop City of Miami Legislation < U R �O Resolution: R-10-0154 File Number: 10-00387 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 4/8/2010 A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED: "FLORIDA BACK TO WORK" AND APPROPRIATING FUNDS, IN AN AMOUNT NOT TO EXCEED $78,360, FROM SPECIAL REVENUE FUND "ACCESS MIAMI" (#32-320001-01-1255-321000), FOR THE PURPOSE OF HIRING ONE HUNDRED (100) TEMPORARY EMPLOYEES FOR A PERIOD OF NOT MORE THAN TWENTY (20) WEEKS; USING THESE FUNDS TO LEVERAGE A SUBSIDIZED EMPLOYMENT OPPORTUNITY USING THE EMERGENCY CONTINGENCY FUND UNDER THE TEMPORARY ASSISTANCE FOR NEEDY FAMILIES " PROGRAM THAT PROVIDES UP TO A 95% REIMBURSEMENT OF FLORIDA'S BUSINESSES TO COVER THE COSTS OF EMPLOYEE WAGES AND BENEFITS; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS TO IMPLEMENT THE ACCEPTANCE OF SAID APPROPRIATION. WHEREAS, the City of Miami ("City") has a strong interest in facilitating employment opportunities to Temporary Assistance of Needy Families ("TANF") eligible residents; and WHEREAS, there is an Emergency Contingency Fund under the TANF Program that allows states to subsidize employment to TANF eligible recipients; and WHEREAS, TANF Program federal guidelines allow the state to count the employer's cost of training and supervising employees in subsidized employment slots at an amount that will allow the state to cover most of the twenty percent (20%) in project costs that the Department of Health and Human Services will not reimburse; and WHEREAS, this change allows local governments and other employers to participate with a reduced amount of cash contribution to help support the subsidized employment project; and WHEREAS, subsidized employment is the use of TANF funds to pay for all or a portion of the costs of employee wages, benefits, supervision, and training for eligible participants; and WHEREAS, the reimbursement will cover all benefit costs including required Federal Insurance Contribution Act, Federal Unemployment Tax Act, and workers compensation costs; and WHEREAS, the City will set up a Special Revenue Project designated "Florida Back to Work" and allocate an amount not to exceed $78,360 towards the addition of one hundred (100) temporary employment positions throughout the City to enhance City services; and WHEREAS, the City will use the $78,360 to leverage $1.5 million in federal funding available to the City to hire, train and supervise the one hundred (100) temporary employment positions; and WHEREAS, the City will be reimbursed 95% of all payroll, taxes and benefits if any, paid out to City of Miand Page 1 of 2 File Id: 10-00387 (Version: 1) Printed On: 7/25/2017 File Number: 10-00387 Enactment Number: R-10-0154 fulfill these temporary positions through the TANF Program, through the local intermediary, South Florida Workforce; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE RESOURCES APPROPRIATIONS: Florida Back to Work ACCESS Miami $78,360 $78,360 Section 3. The City Manager is authorized {1 } to execute the necessary documents to implement the acceptance of said grant award. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
