Subject: To authorize execution of a Joint Participation Agreement ("JPA") between the City, the Downtown
Development Authority ("DDA") and the Bayfront Park Management Trust ("Trust") for the Bicentennial Park
Mooring Bollards Project, B -30538A

Resolution accepting funds and authorizing the City Manager and the Executive Director of the Bayfront Park
Management Trust ("Trust") to enter into a tri -party Joint Participation Agreement ("JPA") with the Downtown
Development Authority ("DDA.") The Trust and DDA wish to contribute funding to the Bicentennial Park
Mooring Bollards Project, B -30538A ("Project"). The City will be responsible for the management and
administration of the Project.
Background Information:
The Trust, the City, and the DDA wish to facilitate the construction of a marine improvement project. The
Project scope includes construction of ten (10) "in water' mooring bollards along the northern edge of the FEC
slip adjacent to Bicentennial Park to accommodate the mooring of large vessels. Construction is anticipated to
include steel reinforced concrete auger piles with reinforced concrete pile caps to allow the placement of bolted -
on iron mooring bollards. The Trust and DDA wish to utilize the resources of the City in order to contract,
construct and administer the Project. The Trust will provide funding for the project in the not -to -exceed amount of
$150,000 from the Bayfront Park Management Trust's FY 2009/2010 Capital Improvement Budget. The DDA
will provide funding in the not -to -exceed amount of $150,000. The attached JPA has been negotiated between the
City, the Trust, and the DDA detailing the responsibilities of the parties. Funds are to be appropriated by separate
resolution.
