Trust Board on March 11
This comes as a recommendation for the re -appointment of Mrs. Enid C. Pinkney to the Board of the
Virginia Key Beach Park Trust (VKBPT) as an at -large member. The item of board appointments is on the
Commission Meeting Agenda for Thursday, March 11, as it was for the February meeting, when some of
the (re)appointments to the VKBPT were approved, including the appointment of N. Patrick Range, II,
Esq., in an at -large capacity, but the appointment of Mrs. Pinkney, as the other at -large member was
evidently not voted upon. (At -large members serve by approval of the entire Commission, rather than
being appointed by any particular District's Commissioner or the Mayor.)
You may have received a previous communication from me, in my official capacity of VKBPT Chair,
explaining the rationale for keeping our present Board members as the Trust, like the entire City
government itself, goes through this challenging period of limited funding and resources, but remains
resolved to fulfill the mission for which it was created, namely the full restoration of Historic Virginia Key
Beach Park (HVKBP) as a publicly owned historical, environmental, cultural, and recreational landmark.
As we face the challenges of advancing this mission with tangible progress in the present year, and seek
strategies for future, long-term sustainability, we are clearly best served by keeping those board

members in place, at least for the most immediate future, who are most knowledgeable and
experienced.
Mrs. Pinkney, who is Vice Chair of VKBPT, in particular stands out as more than eminently qualified to
serve on this board; indeed, her knowledge and experience have been vital to our (the entire City's)
success thus far. Born of a pioneer family, with direct connections to HVKBP, where her father
conducted church baptisms for a number of years, Mrs. Pinkney might be called the ultimate historic
preservationist. Her longtime passion for preservation of our community legacies led to her being
named the first African American president of the Dade Heritage Trust, where she provided crucial
leadership and guidance during the intense controversy surrounding the Miami Circle site, which has
been successfully preserved. She also plays the leading role in saving the historic Hampton House Hotel
in Miami's Brownsville district, where no less celebrities than Dr. M.L. King, Joe Louis, and Muhammad
Ali, were regular visitors. Most recently, she has taken the lead in saving the historic Lemon City
Cemetery in the City of Miami. That she has found a way to do all of this out of selfless dedication
makes her contribution all the more commendable.
As a point of information, Mrs. Pinkney's re -appointment to the VKBPT Board will require not only
majority approval, but a 5/5 vote to extend her service beyond the term limit which she has already
met, and will also require a 4/5 minimum vote to waive the residency requirement since she has sold
the property that she owned in the City.
I hope this information will be helpful to you and remove any unreadiness that any Commissioners, in
the present circumstance of a much newly constituted Commission, may have. If you require any
