Real Estate License # 0694443), my business partner and wife Sylvia Cherry and I have been the number one, or among the top three Realtors, for Coconut Grove during this period and named among the top 100 Realtors in the State of Florida licensed with Coldwell Banker. From 2005 through 2009, 1 served as an elected Councilman for Coconut Grove and Chairman of that body for 2006. In the capacity as Chairman, I was instrumental in keeping the Marjory Stoneman Douglas Estate on Stewart Avenue in the Grove through direct liaison with the Governor's office and conducted public hearings on the issue. I was Chairman of the Council's Post Office Committee and sought relief from the US Postal Service for the damages the Grove incurred with its arbitrary cutting of time-honored trees on its property. The Council was the first to hold hearings on the dismantling of the Coconut Grove Playhouse and I was one of three members on a special committee to hold public hearings. Prior to becoming a Councilman, for five years I was Chairman for Membership Development and Communications for the North Grove Neighbors Association. I received a BS from Miami University in Ohio. When the site was flagged for historic designation, the pending sale (and demolition) was thwarted. Recognizing that the site represents the last piece of the original Brickell Avenue, an interested philanthropist purchased the property shortly thereafter with the intention of restoring it. A notable example of Mediterranean Revival style architecture, Villa Serena was added to the Miami Register of Historic Places in December of 2007. This project reflects a holistic approach to preservation, and addresses the site's natural, physical, and cultural history in addition to the existing architecture and surrounding landscape. Along with WRT, the project team includes Richard J. Heisenbottle, and Lisa Hammer as Horticultural consultant. As Villa Serena is located within an Archaelogical Conservation area along Biscayne Bay, Bob Carr, former chief archaeologist for Miami -Dade County/current Project Director for the Miami Circle excavation, was contracted to prepare the required archaelogical assessment. Carr verified the existence of both prehistoric and historic components on site. WRT's landscape plan reflects an understanding of sense of place and compliments Villa Serena's distinguishing features - from the vernacular masonry and wrought iron railings to the spectacular oolitic limestone ridge and colorful Cuban interior tiles - by revisiting the lush, tropical context in which the estate was originally set. The design enhances the functionality of the arrival sequence and entry court areas while framing picturesque views of the grounds and capturing the rugged charm of Miami's pioneer days. Page 1 of 5 Master Plan for Matheson Hammock Park, Miami, FL As Principal in Charge, Mr. Marston led the effort to prepare a Master Plan Update for Matheson Hammock Park, a National Historic Register property and one of the oldest and most significant resource-based parks in Miami -Dade County. The 635 -acre park, originally constructed by the Civilian Conservation Corps, includes a wading beach, marina, historic buildings constructed of native Florida stone, and extensive natural areas ranging from mangrove forest to tropical hardwood "hammock." The Master Plan recommended a 20 -year, $8 million program of enhancements in facilities, programming and site and habitat restoration, all carefully designed to expand the park's biological value and visitor appeal while maintaining the integrity of its historic designed landscape R. Hardy Matheson Preserve, Coral Gables, FL Mr. Marston was Principal in Charge of the preparation of a general plan for the 820 -acre R. Hardy Mathesoh Preserve, a site owned and managed by the Miarhi-bade Park ,and Recreation Department. The R. Hardy Matheson Preserve is one of several County parks along a five mile stretch of the Biscayne Bay shoreline in south Miami -Dade County that preserve significant portions of the County's natural and historical heritage. The General Plan for R. Hardy Matheson Preserve provides for the conservation, protection and enhancement of the Preserve's diverse and unique resources, both biological and cultural. It provides for compatible use of the site for education, nature enjoyment, and other passive recreational uses that can be accommodated without affecting those resources. Chapman Field Park, Coral Gables, FL WRT, with Mr, Marston serving as Principal in Charge, prepared a general plan for the development of the 600 -acre Chapman Field Park, the largest mangrove preserve in the county outside Biscayne National Park. WRT's plan for the park will provide a setting for the county's nature -based Eco -Adventures recreation program and serve as a "Gateway to Blueways"—a major access point to the waters of Biscayne Bay for paddlers and anglers. The plan proposes facilities that permit preservation and restoration of the park as an ecological reserve while at the same time providing access to the recreational and aesthetic values of Biscayne Bay. Facilities include a visitor center with outdoor interpretive areas focusing on the history and nature of the park site, trails, a boat house and launches for paddle -craft, shoreline pavilions for picnicking and fishing that are accessible by land or sea, a remote camping area, and access to mangrove channels, lakes and the bay for paddlers of all abilities. Virginia Key Beach Park, Miami, FL Wallace Roberts & Todd's was selected by the Virginia Key Beach Park Trust to develop a General Plan for this urban beach park. A National Register of Historic Places site, the park is located on a barrier island that encompasses the last undeveloped ocean front property within the city limits. Virginia Key Beach Park was Dade County's only beach open to African Americans during the era of segregation and its establishment in response to a direct action protest by African American activists in 1945 was a significant and early victory in the Civil Rights movement. The Virginia Key Beach Park Trust formed to guide the city of Miami's plans for the development of this historically and ecologically significant site. Mr. Marston served as Principal in Charge of this important assignment. Fairchild Tropical Garden, Miami, FL Mr. Marston was Principal in Charge of the preparation of a Master Plan for Fairchild Tropical Garden, the Miami region's 83 - acre public botanical garden and a world-renowned collection of palms, cycads, and other tropical plant families. The Master Plan was the Garden's first comprehensive evaluation of its physical plan and facility growth needs in over 30 years. It identified key strategies for meeting the growing demands of the Garden's programs and operations through cooperative projects with adjacent Miami -Dade County park facilities (including Matheson Hammock, for which WRT also prepared a Master Plan), as well as strategic upgrades and expansions of existing Garden facilities. Gerald C. Marston, FASLA The Master Plan also carefully preserved and restored significant features and concepts of the original 1938 Garden plans, prepared by the pioneering Florida landscape architect and Olmsted associate William Lyman Phillips. WRT also designed specific "early action" improvements in conjunction with the Master Plan, to help re -invigorate the Garden in the aftermath of Hurricane Andrew. These included a renovation of the Garden's front parking area and entrance, a restoration of the "Phillips Gate" and original entrance Allee, and a restoration plan for the Flowering Tree Section. Bayfront Park Renovation, Miami, FL The Bayfront Park Management Trust selected WRT to prepare a master plan for the restoration of one of the park's original features tropical garden overlooking Biscayne Bay. Mr. Marston's plan for the garden's restoration includes the addition of a cafe and dining pavilion and new sculptural stone seating elements. WRT was subsequently selected to prepare construction plans for the garden restoration. In addition, the Bayfront Park Management Trust has selected WRT to prepare a restoration master plan for the entire park. REPRESENTATIVE CIVIC PROJECTS Flagier Corridor Streetscape, Miami, Florida Principal in Charge WRT was selected to prepare streetscape redevelopment plans for Miami's Main Street, the Flagler Corridor, from the Miami River to Biscayne Bay. WRT prepared detailed schematic and design development documents for Downtown Development Authority. WRT is currently under contract to develop construction documents for the Flagler Corridor, Miami Beach Historic Convention Village - Civic Improvements, Miami Beach, Florida Project Director/Designer The Miami Beach Historic Convention Village Civic Improvements focused on the development of schematic plans and design guidelines and schematic designs for a new City Hall plaza, botanical garden and riverwalk. Ocean City Boardwalk Renovation, Ocean City, MD Mr. Marston was Principal -in -Charge for the $2 million restoration of the oceanfront boardwalk and associated facilities. WRT prepared recommendations for the design and detailing that would convert an existing, deteriorated concrete promenade to its historic wooden form. Georgia International Maritime and Trade Center, Savannah, GA WRT was retained as master planners, landscape architects and site planning consultants to design a 500,000 square foot conference and exhibition facility on Savannah's Hutchinson Island. As principal -in -charge, Mr. Marston was involved in master planning and urban design on the facility as well as detailed design and construction documentation for the Trade Center plazas and 'Esplanade' riverfront spaces which incorporated the ability to expand exhibition, dining, and performance functions. Estero Island Streetscape, Fort Myers, Florida Project Director/Designer Following the adoption of a WRT prepared redevelopment plan for this nine mile long barrier island on Florida's west coast, WRT is prepared detailed design and construction documents for New Island entry signage, over one mile of urban roadway streetscape improvements and the creation of a pedestrian mall as the focus of the traditional resort entertainment district. The Spine of the Redevelopment Concept is the establishment of a broad pedestrian mall from 1-95 to Biscayne Bay. The Overtown Pedestrian Mall eliminates vehicular traffic on NW 9th Street and establishes a broad pedestrian mall in its place. Constructed of rustic terrazzo in vibrant oranges, yellows, blues and greens, the plaza is punctuated with clusters of seating drums and commemorative bronze medallions documenting historic events within the Overtown Community. Dayton Plaza of Flight, Dayton, Ohio, Principal in Charge: WRT has been retained as landscape architects and site planning consultants to design an urban plaza in downtown Dayton that commemorates and celebrates the City as the birthplace of flight and home of the Wright Brothers. Orlando Centroplex, Orlando Florida Project Director/Designenwhile with Sasaki Associates Ihc., Coral Gables, Florida. The Centroplex site identified by WRT in Orlando's Downtown Plan as an area that could generate opportunities for additional convention related activities. The fifty -acre project consists of the existing Bob Carr Performing Arts Center, Existing Expo Center, 15,000 seat Civic Arena and a four hundred -room hotel. The final site Master Plan created a unique entertainment district in downtown Orlando with signature paving, courtyards and plazas with contextual fountains, and lush landscaping forming this pedestrian oasis within the downtown core. Sunrise Civic Center, Sunrise, Florida. Project Director / Designer: WRT provided Master Planning services for the City of Sunrise Civic Complex which included integration with the existing City Hall and Fire Station and an adjacent office building to be converted to police and fire rescue use. The new 37 -acre Civic Complex includes a Broward County Library, a Senior Citizens Center and the 72,000 SF Civic Center. The plan required siting of the new facilities, Design of vehicular and pedestrian circulation systems and the development of a lake for storm water management. WRT also completed landscape design for wetland restoration within the existing lake, a new main entrance from Oakland Park Boulevard and landscape and irrigation design and construction administration services for the Senior Center and Civic Center Facilities REPRESENTATIVE PARK PLANNING AND DESIGN PROJECTS Off -Highway Vehicle Trails Feasibility Study, Miami - Dade County, FL Mr. Marston served as Principal in Charge for an assessment of sites throughout the County that could serve to develop an OHV- friendly facility. The large numbers of local OHV users have found increasingly limited options as large open tracts are set aside by public agencies for restoration and conservation, and private owners disallow the use of their properties for this use. Working with a team of OHV experts, WRT established criteria for the identification and analysis of parcels that could meet the needs of users as well as the County's parameters. From that analysis, the WRT Team recommended five potentially feasible locations to the County, several of which are publicly owned. The County is in the process of implementing WRT's recommendations. Haulover Park Master Plan, Miami -Dade County, FL Mr. Marston was Principal in Charge for the preparation of a Master Plan for Haulover Park, one of the County's most important regional parks. Haulover has served for decades as a Gerald C. Marston, FASLA prime beach attraction for residents and visitors, as well as offering a variety of recreation including golf, tennis, boating and fishing. In recent years the park has suffered from deterioration of some facilities and a decline in popularity. In developing the Master Plan, WRT examined a number of options for the golf program (including both traditional course and teaching facilities), beach revitalization and other park elements. WRT worked closely with County staff, municipal representatives and other stakeholders, as well as special consultants the National Golf Foundation, in developing and evaluating concepts. The Master Plan concept includes a re- located and expanded, special waterfront par 3 golf course; an enhanced and diversified beach experience; improved parking and circulation; an extensive waterfront promenade; an expanded marina and concession area; a conservation education facility; and a "great lawn" civic space for community events Haulover Beach Park Design Guidelines and Dune Restoration, Miami, FL Building upon Wallace Roberts & Todd's General Plan for Miami Dade County's largest resource-based park, WRT developed architectural and site design guidelines for the park to guide future development toward a signature image for the park. WIRT then developed plans for the restoration of the park's native dune plant community. Wallace Roberts & Todd, LLC continues to be involved with the implementation of the general plan and application of the design guidelines as consultants to the County on architecture projects. Mr. Marston is Principal in Charge of this project, Haulover Park Beach Promenade, Miami -Dade County, FL WRT was also commissioned by the Miami -Dade Park and Recreation Department to prepare a promenade improvement plan with construction documents for Haulover Park. Mr. Marston was Principal in Charge and designer for this project. The plan includes pavement improvements, way -finding and decorative signage, and site furnishings. Overtown Greenway Plan, Miami, FL Prepared for the Trust for Public Land, this action plan outlines the design and development strategy for a system of landscaped pedestrian and bicycle pathways to link Miami's natural, cultural and recreational resources to the central Miami neighborhood of Overtown. The Greenway is a part of a long-range vision for the redevelopment of the neighborhood and a key component of a "green infrastructure" that will ensure quality of life and urban revitalization in the Overtown redevelopment area. WRT was subsequently retained to prepare design and construction documents for the implementation of the first phase of the plan. Adjacent to two schools, this segment of the Greenway will include a pedestrian and bike path, a community garden, outdoor classrooms, and extensive plantings that will transform a harsh, urban waste place into a natural asset through increased tree coverage, improved natural drainage, and the reduction of paved surfaces Coral Gables War Memorial Youth Center, Coral Gables, FL Mr. Marston was Principal in Charge for the renovation and expansion of the Coral Gables War Memorial Youth Center. Working with a recreational needs program prepared by the Metropolitan Dade County Parks and Recreation Department, WRT combined its architectural and landscape architectural expertise to provide an integrated solution for the Youth Center's future needs. New expanded outdoor facilities included three baseball fields, two soccer/football fields, combined basketball/roller-hockey court and tot -lot. The architectural solution included a new gym, auditorium, locker rooms, and multipurpose craft and meeting rooms. The Master Plan also recognized the "Civic" aspects of the expanded facility and relocated the main entrance on University Drive. Volunteer Park & Equestrian Center, Plantation, FL Mr. Marston was Partner in Charge of this project, assigned by the City of Plantation, to prepare design and construction documents for the $6 million development and expansion of Volunteer Park. This unique project will combine a multi -use, open -space community park—adjacent to an existing Community Center—with extensive restored wetlands, trails and boardwalks and a nature -themed playground. In addition, the City's popular but aging Horse Arena, also adjacent to the park, will be completely renovated and expanded as part of the project, providing a venue for Class "A" Horse Shows as well as a wide variety of special equestrian uses. Boynton Intracoastal Waterway and Boat Club Parks, Boyntdh Beach, FL. Mr. Marston wag Project Director and Designer for this Master Plan, prepared for the last undeveloped parcel of land on the Intracoastal Waterway in Boynton Beach. The primary objectives of the plan were scenic enhancement, environmental restoration of the site, and educational interpretation. Master Plan facilities include a two-story picnic facility, an educational and performance pavilion, a Veterans Memorial garden and shelter, picnic shelters and restrooms and associated parking. REPRESENTATIVE TOURISM PROJECTS St. Joe Company, Talahassee, Florida WRT was retained as a land planning consultant for the St. Joe Company—at 850,000 acres, the largest landowner (and, until recently, one of the largest developers) in the State of Florida. The subject site consists of over 10,000 acres of timber - producing land, crisscrossed by the scenic St. Marks river corridor. WRT's charge involved performing regional- and then site -scale analyses to assist St. Joe in determining the feasibility of pursuing development of the site, as well as identification of development options. The initial step consisted of an assessment of existing conditions, growth trends, and development opportunities in a tri -County region comprising Leon (Tallahassee), Wakulla, and Franklin Counties in Northern Florida. The purpose of this assessment was to identify regionally significant factors that could have a bearing on the potential for development of the St. Joe property. Subsequently, a "net usable land area" analysis was prepared to identify opportunities and constraints based on site-specific conditions. In both tasks, WRT made extensive use of GIS -based analytical tools to develop recommendations. Cabo San Quintin, Baja California, Mexico Contributing Principal for this destination tourism project which involves a 2000 ac core resort component in addition to a regional integration planning study which studies the optimal introduction strategy of the resort project into the host community. The study area is located in a very ecologically complex setting where habitats range from Pacific Flyway nesting areas to Pacific coastal dunes to sensitive 'fog desert" uplands to rich wetland fisheries bordering two inland bays. A thriving local oyster fishery operation combined with exponential growth projections for the local population made ecological sensitivity all the more critical. The resort project includes self-sufficient, green technologies for infrastructure systems and state-of-the-art resort amenities. A tightly clustered harbor village helps to concentrate residential and commercial development allowing significant areas of natural open space to be preserved. Liberty Cove, Sonora, Mexico Gerald C. The first phase, Lake Nona Golf Club and Estates, includes an 18 -hole Tom Fazio championship golf course and more than 100 luxury homesites. Master Planning and urban landscape architectural services were performed for the addition of a 120,000 S.F. meeting facility adjacent to the existing Contemporary Hotel at Walt Disney World. The FGCU site contains organized to minimize impacts and retain, preserve and restore existing areas of high quality wetland vegetation. University of Central Florida Landscape Master Plan, Orlando, FL Mr. Marston served as project director for the preparation of the Landscape Design Guidelines for the University of Central Florida. The element required a detailed inventory and analysis of the existing character and quality of landscape treatments for all campus spaces. Based on the evaluation WRT prepared a conceptual framework for enhancement of the existing campus and all future developments identified in the Master Plan. University of Miami Landscape Master Plan, Coral Gables, FL Mr. Marston served as project director for the preparation of the Landscape Master Plan for the University of Miami after the destruction caused by Hurricane Andrew in August 1992. The plan included detailed inventory and analysis of the existing landscape development and focused on the creation of a framework for improvement of existing landscaped spaces and creation of themed elements related to future expansion. The framework identified three district zones: Academic Core, New Campus/Main Entrance and Athletics/Student Housing Zones and established clear design concepts for each.
