HomeMy WebLinkAboutLegislation�- City of Miami City Hall 3500 Pan American Drive I'$M.*AMiami, Legislation FL 33133 www.miamigov.com Resolution File Number: 10-00131 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO EXECUTE TEN (10) JOB ORDER CONTRACTS ("JOC"), TO PROVIDE MAINTENANCE AND CONSTRUCTION SERVICES CITYWIDE ON AN AS -NEEDED BASIS FOR CAPITAL PROJECTS; ALLOCATING FUNDS FROM VARIOUS CAPITAL PROJECT ACCOUNTS AND DEPARTMENTAL BUDGETS, SUBJECT TO BUDGETARY APPROVAL AT THE TIME OF NEED; FURTHER AUTHORIZING THE CITY MANAGER TO ADD OR REPLACE JOC CONTRACTORS ON AN AS -NEEDED BASIS. WHEREAS, Capital Improvements Program ("CIP") identified a need to continue implementation of a Job Order Contracting ("JOC") system to achieve the timely and cost effective delivery of maintenance and construction services for capital projects; and WHEREAS, CIP issued Bid No. 08-09-043 on May 26, 2009, soliciting JOC contracts for vertical (building) and horizontal (right-of-way) construction, and forty-one (41) bids were received on June 24, 2009; and WHEREAS, the JOC contracts will have an initial term of twenty-four (24) months with an option to renew for two (2) additional one (1) year periods; and WHEREAS, all JOC contracts provide a firm fixed price and a multiplier for an indefinite quantity of individual construction projects upon which assignments are made to selected contractors based on quantities derived from completed construction drawings; and WHEREAS, the City Manager and CIP recommend that the ten (10) lowest responsive and responsible bidders identified herein below be awarded contracts, for said purpose in the annual maximum capacities of $3,000,000 for vertical construction and $2,000,000 for horizontal construction; and WHEREAS, this resolution furthers authorizes the City Manager to add or replace JOC contractors on an as -needed basis; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized {1} to execute contracts with the ten (10) lowest responsive and responsible bidders, to provide maintenance and construction services citywide on an as -needed basis for capital projects, with funds allocated from various capital project accounts and City of Miami Page I of 3 File Id: 10-00131 (Version: 1) Printed On: 3/2/2010 File Number: 10-00131 departmental budgets, subject to budgetary approval at the time of need. The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
