Allocating funds from Award Nos 1394 (CRA Contribution: $1,000,000) project # 92-689001; 1297 (Transit - Half Cent Surtax: $1,000,000) project # 40-B30305C; 1496 (Sunshine State Loan 42: $7,932,854) project # 40-1 B30305B; and 1457 (Homeland Defense 1 & 2 Interest: $841,280) project # 40-1330305B. Background Information: Capital Improvements Program (CiP) issued Request for Proposals (RFP) No. 08-09-064 on July 27, 2009, to select a qualified firm to provide Design Build Services for the Gibson Park project. On September 18, 2009,' two (2) submittals were received in response to the RFP, with both firms deemed to be responsive. On October'7, 2009, the Evaluation Committee ("Committee") met to discuss the submittals and determine the ranking of the Proposers. The firms were also given the opportunity to answer a series of structured questions, which had been previously provided to them, and each were able to present their team's experience and capabilities in the allotted timeframe. Carlos Vasquez All firms received the same six questions and were allotted 45 minute increments, consisting of a maximum of 30 minutes for oral presentations and 15 minutes of unstructured questions. The RFP consisted of a technical proposal portion, a fee proposal portion and submitted forms featuring a series of bonus points for the usage of certified small business and local workforce sub -contractors, with the last two items submitted in a separate sealed envelope to be evaluated after the review and evaluation of the technical proposals. Upon the completed review, the Evaluation Committee met again on October 14, 2009, to determine the final ranking order and based on their proposal and interview session, RDC was determined by the Committee to be the top-ranked firm. RDC submitted a price of $11,300,000 for Phase 1 of the Project and $3,300,000 for Phase 2 of the Project for a', total cost of $14,600, 000. The Evaluations Committee subsequently recommended CIP to enter into negotiations! with RDC, pursuant to a memo approved by the City Manager on November 24, 2009. Based on these negotiations and ongoing discussions with the CRA, we were able to fund additional components of the project, which resulted in CIP revising the phasing of the project. CIP was also able to negotiate a fee in the not to exceed amount of $9,794,667, which results in a reduction of the cost for Phases IA, 1 B and 2A of the project in the amount of $1,000,000.
