City Manager FROM: Emanuel Washington Chair, Evaluation Committee Recommendation DATE: October 21, 2009 FILE: SUBJECT: Committee Recommendation: Design Build Services for the Design and Construction of Gibson Park, B -30305B REFERENCES: RFP No. 08-09-064 ENCLOSURES: Ranking sheets, RFP, Evaluation Committee Approval Memo The Evaluation Committee has determined that Recreational Design and Construction, Inc., ("RDC') is the highest ranked Proposer and recommends that Capital Improvements Program ("CIP") be authorized to enter into negotiations with RDC for the purpose of entering into an Agreement for this Project. Background CIP issued a Request for Proposals (RFP) No. 08-09-064 for the provision of Design Build Services for the Design and Construction of Gibson Park on August 10, 2009. As minimum qualification requirements, Proposers must have successfully completed two Design -Build projects with one being a Design-BuildPark_ pro[ect and the construction cost must have been >_3.000.000 and included the following components: • Ballfield • Building with at least 3.000 square feet of air-conditioned space In addition, the Proposer must have been in business under its current name for a minimum of 5 years. CIP received a total of two (2) Proposals. Both met the minimum requirements. The RFP consists of two parts; (1) a technical proposal and, (2) a fee proposal. The fee proposals were submitted in separate sealed envelopes and were evaluated after the evaluation of the technical proposals. Overall, the proposals were evaluated based on six (6) main criteria: Qualifications of the Proposer, Qualifications of the Project Team, Qualifications of the Project and Construction Managers, Design and Construction Approach/Process, Technical Experience, Small Business and Local Workforce Participation, and Fee Proposal. In addition, the Proposers were awarded additional points based on the following: 1. Use of Certified Subcontractors Utilization of Certified Subcontractors less than 5% 0 points of the construction value Utilization of Certified Subcontractors between 5% & 10% 1 point of the construction value Utilization of Certified Subcontractors between >10% & 15% 2 points Page 1 of 2 AppI d: V II[?4 q Pedro G. Park Project Experience • Design -Build Team have worked together to 1 point successfully complete more than one park project (as defined by the RFP) • One or more park project as defined by the RFP, which also 1 point includes a pool 3. Design -Build Experience • Proposer has successfully completed one (1) 1 point design -build project • Proposer has successfully completed three (3) or more 1 point design -build projects • Design -Build Firm and the Primary Consultant have 2 points worked together to successfully complete more than 1) park project 4.
