A RESOLUTION OF THE MIAMI CITY COMMISSION, DIRECTING THE CITY
MANAGER TO CONDUCT IN-HOUSE MARKET RESEARCH AND CONSULT WITH,
ACQUIRE INFORMATION FROM, AND OBTAIN THE ASSISTANCE OF THE
FLORIDA LEAGUE OF CITIES AND SUCH OTHER ENTITIES, MUNICIPALITIES,
AND GOVERNMENT CONSULTANTS, AS MAY BE DEEMED APPLICABLE,
CONCERNING THE CHARTER REVIEW PROCESS AND THE BEST PRACTICES
AND STRUCTURES FOR THE ESTABLISHMENT OF THE CITY OF MIAMI ("CITY")
CHARTER REVIEW COMMITTEE; FURTHER DIRECTING THE CITY MANAGER TO
PROVIDE THE CITY COMMISSION WITH A REPORT ON THE SAME BY THE
MARCH 14, 2024 CITY COMMISSION MEETING.
WHEREAS, the City of Miami ("City") was incorporated by the Florida Legislature in
1896 and operates pursuant to the City Charter of the City of Miami, Florida, as amended ("City
Charter"); and
WHEREAS, the City Charter has been amended from time to time as the governance of
the City has evolved; and
WHEREAS, the City Commission believes that the City may benefit from a review of the
City Charter; and
WHEREAS, when deemed necessary, the City Commission has established a Charter
Review and Reform Committee ("Charter Review Committee") to conduct a comprehensive City
Charter review and propose amendments to update the same; and
WHEREAS, thereafter discussion on the matter, the City Commission believes that the
City Manager should reach out to the Florida League of Cities, other municipalities, and
government consultants concerning the process and best practices and structures for the
establishment of said City Charter Review Committee;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as fully set forth in this Section.
Section 2. The City Manager is hereby directed to conduct in-house market research
and consult with, acquire information from, and obtain the assistance of the Florida League of
Cities and such other entities, municipalities, and government consultants, as may be deemed
applicable, concerning the charter review process and the best practices and structures for the
establishment of the City's Charter Review Committee.
Section 3. The City Manager is hereby further directed to provide the City Commission
with a report on the same by the March 14, 2024 City Commission Meeting.
Section 4. This Resolution shall become effective immediately upon its adoption.
