A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING AN INCREASE TO THE PROFESSIONAL SERVICES
AGREEMENT ("PSA") WITH RIZO CARRENO & PARTNERS, INC., FOR THE
PROVISION OF MISCELLANEOUS ARCHITECTURAL SERVICES, IN AN
AMOUNT NOT TO EXCEED $500,000, THEREBY INCREASING THE PSA FROM
AN AMOUNT NOT TO EXCEED $500,000 TO A TOTAL CONTRACT AMOUNT
NOT TO EXCEED $1,000,000; AUTHORIZING THE CITY MANAGER TO
EXECUTE AMENDMENT NO. 1 TO THE PSA, IN SUBSTANTIALLY THE
ATTACHED FORM, FOR SAID PURPOSE; ALLOCATING FUNDS FROM THE
APPROPRIATE CAPITAL IMPROVEMENT PROJECTS.
WHEREAS, on March 25, 2009, pursuant to Request for Qualifications No. 08-09-001, the City of
Miami ("City") executed a Professional Services Agreement ("PSA") with Rizo Carreno & Partners, Inc.
("Rizo Carreno"), for the provision of Miscellaneous Architectural Services in an amount not to exceed
$500,000; and
WHEREAS, over the course of the contract, Rizo Carreno has provided high quality work for
various projects for the City Department of Capital Improvements Program ("CIP"); and
WHEREAS, Rizo Carreno has been tasked with providing emergency architectural and structural
assessment for the Hadley Park Pool Building; and
WHEREAS, in addition, Rizo Carreno is currently working on the design of the complex Fire
Station No. 13 project and has been tasked to provide feasibility studies for other City facilities; and
WHEREAS, in the interest of the continuity of work, and in consideration of the quality of work
performed, CIP recommends increasing the current capacity of the firm to account for the additional
scope of work and ensure completion of the previously assigned projects; and
WHEREAS, the current remaining balance is not sufficient to cover the cost of design work
contemplated for these projects currently utilizing the contract; and
WHEREAS, it is now necessary to enter into Amendment No. 1 to the PSA with Rizo Carreno,
increasing the PSA by an amount not to exceed $500,000, from an amount not to exceed $500,000, to
a final amount not to exceed$ 1, 000, 000; and
WHEREAS, funds are to be allocated from the appropriate Capital Improvement Projects;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:

reference and incorporated as if fully set forth in this Section.
Section 2. An increase to the PSA with Rizo Carreno, for the provision of miscellaneous
architectural services, in an amount not to exceed $500,000, thereby increasing the PSA from an
amount not to exceed $500,000 to a total contract amount not to exceed $1,000,000, is authorized,
with funds allocated from the appropriate Capital Improvement Projects.
Section 3. The City Manager is authorized(l) to execute Amendment No. 1 to the PSA, in
substantially the attached form, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

{1 } The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
