City of Miami Zoning Ordinance 2215.1 (b): Substantial change is.... If the
footprint of the building is proposed to be moved by more than (10) feet in any
direction.
Please see attached drawing sheets which indicate the proposed expansion
and contraction of buildings P1, P2, P3 and P4 depending on the structural
system (cast —in-place or pre -cast) which is yet to be chosen. We propose
the building footprint should be allowed to be increased or decreased in
length and/or width dimensions by more than 10 feet in each direction from
what was indicated in the MUSP approved documents. This proposal allows
the new garage layouts to achieve efficient parking counts and provides for
the optimal flow of traffic within the buildings. Also note the rotation and
relocation of P3 & P4 stair towers. In addition P1 & P2 have shifted South
in order to accommodate Miami -Dade County requirements for a future
turning lane along the entire length of the North side of the garages along

of each of the streets abutting a development, as determined and on file with
the City of Miami Public Works Department.
Please see attached grading plans building elevations and building sections
indicating the proposed new height elevations for each of the sites for P1,
P2, P3 and P4.
We propose the building overall height of the Parking garages be
allowed to be increased up to a maximum of 1.5 % above the
approved height shown in the MUSP approved documents, Condition
# 11. This is proposed due to the definition of height being
measured from the average sidewalk elevation and the actual site
conditions and variations in the elevations for the different portions
of the sites. Height of stair towers has increased. An additional roof
deck which supports the photovoltaic array system has been added to
the building interior at all (4) garages, this has increased the center
height of the buildings.
2. We propose the MUSP be revised to include the installation of a City
of Miami Communication Antenna tower to be mounted above the
roof of one of the garage buildings; height of antenna is
approximately 30-45 foot tall, see attached elevations with
highlighted areas.
Item No. 3:
City of Miami Zoning Ordinance 915.1.1: Excluded portions of Structures.
Except as specifically provided herein, the height limitations of this ordinance
shall not apply to any roof structures for housing elevators, stairways, tanks,
ventilating fans, solar energy collectors, or similar equipment required to
operate and maintain the building (provided that such structures sliall not cover
more than twenty (20) percent of the roof area), nor to church spires, steeples,
belfries, monuments, water towers, flagpoles, vents, or similar structures, whicli
may be erected above the height limit, nor to fire or parapet walls, provided,
liowever, that sucli walls shall not extend more than five (5) feet above the roof.
Within R-1 and R-2 Zoning Districts, the overall lieiglit of such excluded
portions, as described above, shall not exceed ten (10) feet over the maximum
"building heiglit" as defined herein.
Please see attached roof plans indicating the coverage of structures
on the roof exceeds the allowed twenty (20) percent. The structures
on the roofs consist of photovoltaic array systems mounted on a roof
deck for all (4) garages which provide from 1.3 to 1.6 megawatts of
power for the adjacent Marlins Stadium project, this alone will take
up about 40 % of the roof surface. The overall project will attain

LEED Silver certification, this photovoltaic system is one of the
required LEED elements.
We propose The MUSP be allowed to increase this coverage to a
maximum of60 %of the overall roof surface area.
Item No. 4:
City of Miami Zoning Ordinance 2215.1 (d): The zoning administrator shall
refer the proposed change to the Director of the Planning and Zoning
Department in order to apply the applicable criteria as set forth in Section 1305,
where at such time the Planning and Zoning Director shall determine if the
proposed changes result in substantially the same project and are still in
compliance with the findings in the original application.
The original application included a future residential liner project
south of Parking Structures P3 and P4.
We propose the MUSP be revised to include other possible uses for
the Liners such as Educational or Residential. Any of these options
would require the flexibility to modify the floor plans and exterior
elevations as required for such functions. Any modification to the
MUSP would be subject to Dept. of Planning review and approval.
Attached please find preliminary drawings which indicate one of the
proposed projects of Institutional use.
2. Per the comments from the approved MUSP in reference to the
Exterior Elevations, (Condition 10(j)) please see attached Exterior
Elevations conforming to these comments.
3. Per the comments in the approved MUSP for vehicular circulation in
and out of the buildings, the entry/exit driveways locations have been
revised to improve the overall circulation please see the attached
drawings.
4. Please find pre -game and post -game pedestrian circulation drawings
which provides for additional ingress and egress out of the structures
and minimizes pedestrian congestion.
5. Please find the bicycle routes for Ball park events in the attached
drawings.

6. A pedestrian circulation path (open corridor) has been added to P1 &
P2 at the centerpoint of retail spaces for pedestrian communication
between NW 7`' Street Retail and the parking areas.
7. Please find the South Side elevations of P3 & P4 which indicate
elevations with openings until the liner development is built and also
without openings as Alternate # 4, to accommodate future liner
development of both sites.
8. Please see South Sides of P1 & P2 elevations and North Sides of P3 &
P4 elevations which indicate revisions required to the exterior
elevations in order to provide an open air garage structure (no -
mechanical ventilation).
9. Please find the revised landscape typical layout for the surface
parking lots indicating the Public Works approved configurations for
sidewalks, Right of Way's and landscape locations. This latest layout
also accommodates the quality of landscaping shown in the approved
MUSP landscape drawings and resolves the conflict between the
Landscape drawings and the parking count drawings. However, this
new layout will decrease the surface lots overall parking count by
approximately 56 spaces.
10. Landscape material has been modified per MUSP comment as
follows: a. Tabebuia Caraiba has been revised to Callophyllum
brasiliense (Brazillian Beautyleaf). We have also switched the
Chrysophyllum oliviforme (Satinleaf) to Caesalpinia granadillo
(Bridalved). We have also specified their sizes at 16' tall with a 4"
caliper as per the city's request.

The above items comply with the intent of the Originally Approved MUSP for
the Miami Ballpark. We therefore seek a favorable review and
recommendation of the application, as well as approval by the Planning
Advisory Board and City Commission. Please feel free to contact our office
