Dii Chief City Mai Page 1 of I AGENDA ITEM SUMMARY FORM CONTINUED Background Information: On July 14, 2008, the City issued a Request for Proposal ("RFP") for the acquisition and operation of the City owned Life Quest Facilities. The purpose of the RFP was for the City to sell the properties to the most qualified entity that will rehabilitate the Properties and utilize the units for the purpose of providing a supportive housing program as part of the Housing Opportunities for Persons with AIDS ("HOPWA") program. Pursuant to Resolution No. 09-0105, adopted March 12, 2009, the Miami City Commission approved the conveyance of said sites to Miami Beach CDC for the rehabilitation and utilization of units for the purpose of providing a supportive housing program as part of the HOPWA Program and allocating $500,000 from the FY 08-09 HOPWA funds to assist in part with the rehabilitation of the Life Quest facility properties. On July 31, 2009, the Purchase and Sale agreement between the City and Miami Beach CDC was executed which required Miami Beach CDC to pay all outstanding taxes on the properties at closing. Miami Beach CDC has been unable to obtain the necessary financing to complete the purchase and rehabilitation of these properties. The property taxes for the properties indicated in Exhibit "A", attached and incorporated, have been outstanding since 2005. On October 9, 2009, Miami -Dade County Circuit Court issued a Notice of Application for Tax Deed sale scheduled for January 10, 2010 which has been extended to March 2010 at the request of the Department. The total amount of outstanding property taxes for said properties is $137,420.56 plus additional fees from the Clerk of Circuit Court. The payment of these outstanding taxes is necessary to allow the properties to be rehabilitated so that they can be made available to eligible HOPWA clients. The Administration recommends the allocation of City of Miami Department of Community Development AHTF funds, in the amount of $150,000, for payment of outstanding property taxes for the properties specified in Exhibit "A", attached and incorporated.
