AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG-)
PROGRAM INCOME FUNDS IN THE AMOUNT OF $200,000; ALLOCATING SAID FUNDS TO THE
CITY OF MIAMI, NEIGHBORHOOD ENHANCEMENT TEAM ("NET") FOR THE REMOVAL OF
GRAFFITI IN PRIVATE PROPERTIES LOCATED IN TARGETED LOW TO MODERATE INCOME
AREAS OF THE CITY OF MIAMI AS PART OF THE GRAFFITI MITIGATION PROGRAM;
AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS FOR SAID
PURPOSE.

Background Information:
The Department of Community Development funds the City of Miami ("City") Department of Code
Enforcement to enforce state and local codes in targeted low to moderate income areas.
As part of the City's code enforcement efforts, the Department of Code Enforcement responds to
graffiti complaints and issues citations to property owners who do not remove graffiti in a timely
manner.
The NET office currently removes graffiti from public buildings and properties, however, there is no
program available to assist with the removal of graffiti from privately owned properties.
The Administration recommends the transfer of CDBG Program Income funds in the amount of
$200,000 and allocating said funds to NET for removal of graffiti from privately owned properties in
targeted areas of the City as part of the Graffiti Mitigation Program.
