As part of the City's code enforcement efforts, the Department of Code Enforcement responds to graffiti complaints and issues citations to property owners who do not remove graffiti in a timely manner. The NET office currently removes graffiti from public buildings and properties, however, there is no program available to assist with the removal of graffiti from privately owned properties. The Administration recommends the transfer of CDBG Program Income funds in the amount of $200,000 and allocating said funds to NET for removal of graffiti from privately owned properties in targeted areas of the City as part of the Graffiti Mitigation Program.
