The Department of Solid Waste and Public Works is requesting your approval of our
collective determination that it is not practicable and advantageous to the City to adhere;
and, therefore waive competitive sealed bidding methods to dispose waste at the Sun
Recycling facility. The use of Sun Recycling would be limited to the use of the disposal of
construction debris, asphalt and municipal solid waste collected with mechanical sweepers.
Sun Recycling, which is located in the City of Miami limits at 2000 N. Miami Avenue, is
within three (3) miles of both City departments located at 1290 NW 20 Street, allowing for a
reduction of travel time, savings on fuel costs, and minimizes operators' regular
wages/overtime premium payments and damages to the city equipment/vehicles. The
sweepers are better accommodated at the Sun Recycling facility, wherein the Department of
Solid Waste employees' have routinely experienced damages of the undercarriages of their
sweepers at the Miami -Dade County facilities. Additionally, the disposal costs at the Miami -
Dade County facilities are $60.43 per ton (or $72.33 per ton at the County Transfer
Facilities). The disposal fee charged by Sun Recycling ranges from $40.23 per ton for
concrete to $62.97 per ton for asphalt. The use of the Sun Recycling facility would net both
department significant savings of disposal costs for these kinds of materials.
Pursuant to Section, 18-85, as amended, it is respectfully recommended that you, as the
City Manager, waive competitive sealed bidding methods via the written finding and reasons
herein. Thus, said conclusion must be ratified, confirmed, and approved by the Miami City
Commission by a four-fifths (4/5ths) affirmative vote during an advertised public hearing.
