A RESOLUTION OF THE MIAMI CITY COMMISSION BY A FOUR-FIFTHS (4/5THS)
AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING
AND CONFIRMING THE CITY MANAGER'S FINDING OF A SOLE SOURCE; WAIVING THE
REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES AND APPROVING THE
ACQUISITION OF GEOGRAPHIC INFORMATION SOFTWARE BASED SOFTWARE LICENSES,
TRAINING, SERVICES, MAINTENANCE AND PRODUCT SUPPORT FOR VARIOUS
ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE, INC. ("ESRI") PRODUCTS WHICH
INCLUDE, BUT ARE NOT LIMITED TO, ARCINFO, ARCINFO WORKSTATION EXTENSIONS
(ARCNETWORK, ARCCOGO, AND ARCSCAN), ARCEDITOR, ARCGIS SERVER, ARCGIS
SERVER EXTENSIONS (SPATIAL OPTION, 3D OPTION, AND STREETMAP OPTION), ARCSDE,
ARCGIS SCHEMATICS, AND NETENGINE, FOR THE DEPARTMENT OF INFORMATION
TECHNOLOGY, FROM ESRI, THE SOLE SOURCE PROVIDER, FOR AN INITIAL AMOUNT NOT
TO EXCEED $100,000, AND A FIVE-YEAR PERIOD TOTAL AMOUNT NOT TO EXCEED
$780,000; ALLOCATING FUNDS FROM INFORMATION TECHNOLOGY DEPARTMENT
STRATEGIC REVENUES, OTHER VARIOUS CAPITAL IMPROVEMENT PROJECT ACCOUNTS,
GRANTS, AND THE OPERATING BUDGETS OF VARIOUS USER DEPARTMENTS;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") needs to acquire products and services that will allow for the display, use and
application of Geographic Information Software ("GIS") information to support the City's Enterprise solutions which include,
but are not limited to, Land Management, Computer Aided Dispatch, Enterprise Resource Planning, Electronic Team, as well
as census, demographic and general mapping information; and
WHEREAS, the Environmental Systems Research Institute, Inc.'s ("ESRI") GIS software, the recognized leader in GIS
software and technology, allows for displaying and retrieving data, management reporting, decision support, and
manipulation of information through a graphical format for presentation of the City to its departments and citizens via the
intranet, intemet, and as hard copy maps, thereby benefiting a number of City departments in its distribution of information;
and
WHEREAS, the City, via prior sole source findings approved by die Chief Procurement Officer, City Manager and City
Commission, utilized sole source maintenance services on the ESRI products for more than a decade, enabling the City to
create and develop a wealth of GIS maps, layers and data while at the same time, develop in-house expertise and knowledge

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA;
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. By a four-fifths (4(5tns) affirmative vote after an advertised public hearing, the City Manager's finding of a
sole source waiving the requirements for competitive sealed bidding procedures, is ratified, approved and confirmed, and the
acquisition of GIS based software licenses, training, services, maintenance, and product support for various ESRI products
which include, but are not limited to, Archifo, Arclnfo Workstation extensions (ArcNetwork, ArcCOGO, and ArcScan),
ArcEditor, ArcGIS Server, ArcGIS Server extensions (Spatial Option, 3D Option, and StreetMap Option), ArcSDE, ArcGIS
Schematics, and NetEngine, for the Department of Information Technology, from ESRI, the sole source provider, is
approved, for an initial amount not to exceed $100,000,and a five-year period total amount not to exceed $780,000,with funds
allocated from Infomration Technology apartment Strategic Revenues, other various Capital Improvement Project
accounts, grants, and the operating budgets of various user departments.
Section 3. The City Manageris authorized(i } to execute the necessary documents, in a form acceptable to the City
Attorney, for said purpose.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. 12)
