Located in Downtown Miami, the Metropolitan Center frequently partners with government agencies, private firms, and non- profit organizations to build avenues for positive growth. The center raises professionalism and competence in government through a variety of training modules. Workshops and seminars are tailored to meet clients' specific needs and have included such topics as human resources management, performance measurement, public financial management, strategic planning, and organizational design and development. TRAINING DIVISION MISSION STATEMENT The mission of the Metropolitan Center at Florida International University (FIU) is to promote good governance practices through training programs, technical assistance and applied research to state and local governments. ABOUT THE FIU METROPOLITAN CENTER TINNING DIVISION The Metropolitan Center at FIU is a member of a consortium of universities and community colleges throughout the State of Florida that provides training, technical assistance, and applied research to state and local governments. Created by the state legislature in 1981, the FIU Metropolitan Center has played a role in policy research and improving management capacity within government, non-profit and community-based organizations. The Metropolitan Center (the Center) has produced critical studies for county and municipal governments regarding diverse topical policy issues such as incorporation, economic development and transportation. The Center's staff includes many outstanding trainers, and prominent community, university and government leaders. 150 S.E. Z& Avenue, Suite 500 Miami, FL 33131 T305,349.1442 F305.577.6338 2 httl-)://metro]2olitan.fiu.edu SCOPE OF SERVICES This training contract is being offered based upon the needs and requirements for delivery given to the City of Miami by the Metropolitan Center. The training will be held at facilities provided by the City of Miami. The Center will assign a facilitator or trainer with the background to teach the required subject matter for each session and will provide all the materials for the session. Each training session shall have no more than twenty-five people attending to assure class interaction and class discussion. In scheduling, the training can be cancelled by either party with up to forty-eight hours notice and be rescheduled at no cost to either party. The only exception to this is in case of a natural disaster. At the end of the training session, an evaluation sheet will be given to each student and collected for the purposes of evaluating the course, trainer, materials and facilities. The results will be tabulated and returned to the City of Miami. Professionalism & Ethics (4 hours) Values, Integrity, Principles and How These Impact Daily Decisions A four (4) -hour program, designed to provide opportunities for participants to develop knowledge and individual introspections about legal issues, values, ethics/ integrity principles, and how these impact daily decisions and careers. This program fosters discussion about issues as they relate to daily ethical decision -snaking by examining a series of case studies. Participants will review applicable ethics ordinances, learn about Florida's Sunshine Law, public information laws, Whistleblower Act, and conflict of interest ordinances. Participants will be allowed to discuss, evaluate, and solidify their own beliefs and values while learning with reference to others, particularly when two virtues conflict. Class Learning Objectives... • Analyze parameters of personal value systems • Encourage self-examination and acceptance of responsibility for choices • Examination rationalizations, i.e., "Do the ends justify the means?" • Explore the impact of choices, i.e., "Are the consequences acceptable to me, to the City, or to society?" • Review guidelines for making ethical decisions 150 S.E. 2nd Avenue, Suite 500 Miami, FL 33131 T305.349.1442 F 305.577.6338 3 httL): / /metropolitan.fiu.edu An Udhan'llaouFha F Course will cover..... • Provide information concerning legal and ethical requirements in public service • Explore the impact of ethical choices, in the making of public policy • Provide a framework for making ethical decisions in the public arena The training program is specifically designed to meet the needs of City of Miami. City of Miaini has the right to record and use the training program for employee orientation purposes. FIU/MC reserves the right to develop curriculum based upon the program developed for City of Miami and to market to other organizations. The City of Miami cannot market the training program to other organizations to compete against FIU/MC in this market. All training materials are property of the Metropolitan Center at Florida International University, protected by copyrights laws and are not to be reproduced for the organizations purposes. The FIU/MC recommends having this retreat at the City of Miami or either the Kovens Center, or the Wolfe University Center on the Biscayne Bay Campus of Florida International University, 3000 NE 151St St., North Miami, FL 33181. If you decide to take this option, all amenities will be provided for the retreat to include parking, conference facilities a breakfast buffet, a lunch and retreat course packages. The services of Mrs. Gay Lynn Williamson-Grigas and Mr. Ray Darn ible have been acquired to facilitate the retreat. Follow UU The Center recommends doing a follow up training sessions, one a month in groups of fifteen to twenty people for two hours each group for three months. The groups should have representatives from all the departments within the organization interacting within this unique setting. The follow up sessions will continue the lessons touched upon in the training and provide for a valuable opportunity to reinforce the concepts of organizational bonding. The follow up sessions would have group exercises, discussion and some may have training material associated with the topics. The cost would be $600.00 for each two hour training session. Joseph M. Centorino, Esq. - Joseph Centorino serves as the Chief the Public Corruption Unit at the Miami -Dade County State Attorney's Office. He is responsible for the supervision of eleven other attorneys in the unit, which is charged with the investigation and prosecution of the crimes committed by public officers and employees in the course of their duties. Mr. Centorino holds Bachelor's and Master's degrees in Political Science from Tufts University and a law degree from Boston College Law School. In his professional career before joining the State Attorney's Office, her served as an aide to former U.S. Congressman Michael Harrington of Massachusetts; as an Assistant District Attorney in Essex County, Massachusetts; in private law practice for three years; and served four terms as a City Councilman in his hometown Salem, Massachusetts. Upon moving to South Florida in 1986, Mr. Centorino joined the State Attorney's Office under then State Attorney Janet Reno. He has been in the Public Corruption Division since December, 1987 and has been Chief of the unit under State Attorney Katherine Fernandez-rundle since November 1995. Mr. Centorino has been personally involved in numerous investigations and prosecutions of public officials in Miami -Dade County, and has lectured extensively in the areas of public corruption and governmental ethics. Dario Moreno, Ph.D. - Dr. Moreno is the Director of the FIU/MC and professor of Political Science at FIU. Dr. Moreno has an extensive experience in polling and survey research. He is considered one of the leading polling experts in our cornrnunity and is sought locally and nationally for his analytical skills. Dr. Moreno has done over 200 surveys in South Florida, including work for the City of Miami, the Human Service Coalition, The Ft. Lauderdale Sun -Sentinel, and Congressman Lincoln Diaz-Balart. He has also published numerous articles and books on Miami and Florida politics. He is a contributing editor to the Harvard Journal of Hispanic Policy, and has been a Pew Scholar at the Kennedy School of Government at Harvard University, and a Fulbright scholar in Costa Rica. Jeanette Kerland Jacques - is the Training Coordinator at the Metropolitan Center. She has completed her B.A. in Education. Ms. Jacques has been part of the Center's staff for 8 years and she oversees all of the Training Departments Administrative issues. She has experience in coordination of public relations and marketing functions dealing with educational and training programs. Task: Jeanette Kerland Jacques will facilitate/ supervise the program. The Metropolitan Center at FIU proposes the following: A 4 - hour training in "Professionalism & Ethics" for Lobbyists registered with the City of Miami and Elected Officials at the cost of $200.00 per person. As discussed, this amount ($200.00) will be paid by the participants. This training session is designed as a four (4) hour program and should be attended by no more than twenty (20) individuals in each session to assure class interaction and discussion. The Metropolitan Center would customize curricula to fit the class time requirements as outlined by the City of Miami. The training will be held at facilities provided by the City of Miami, with an option of utilizing the Metropolitan Center's classroom located at 150 S.E. 2nd Avenue, Suite 500, Miami, Fl 33131, in the central point of Downtown Miami. The cost to facilitate programs at the Metropolitan Center would include an additional cost of $200.00 per session to cover parking arrangements. The schedule of programs will be later discussed upon agreement.
