Introduction Kenley -Horn and Associates Inc., (KHA) on behalf of the Swerdlow Development Company, has prepared this site utility study. The Civica Medical Center on Jacluon Memorial Campus is a proposed mixed-use development to be located on the southeast corner of NW 14th Street and NW 11"' Ave, north of SR 836 Expressway on 1.82 acres+/- of land, in the City of Miami, Florida, folio # 01-3135-055-0020, (see Site Location Map -Fig 1). The Civica Medical Center on Jackson Memorial Campus project shall consist of one 25 story tower consisting of office space, medical offices and retail area. Table 1, below depicts the details of the proposed project. Existing Private DrainaL-e According to the survey performed by Schweblce-Shisldn & Associates, hie. there are ten (10) existing drainage inlets visible within the property. Constriction of the proposed development will require that the existing storm water management system be demolished, and a new storm water management system be installed. B. Probosed Drainage Svstem The drainage system for the proposed development will consist of a combination of drainage wells and exfiltration trench, to facilitate onsite disposal of storm water runoff. In accordance with Section D-4, "Water Control", of Part 2 of the Miami -Dade County Public Works Manual, the 5 -year 24-hour design storm event will be used to design the new storm water management system. An exfiltration system maybe an alternate choice for the proposed drainage system but the feasibilitywill depend on the onsite soil percolation capacity. The final drainage design for the project should be in conformance with the requirements of the Miami -Dade County DERM Water Control Section, Florida Department ofEnviromnental Protection, and other local, state and federal regulatory agencies having jurisdiction over the project. C. Floodplain Mana eg ment Proposed project site grade elevations shall be designed to meet the flood criteria according to Federal, State, and Miami -Dade County standards as follows: 1. The subject project is located in PANEL 180 of COMMUNITY -PANEL NUMBER 1202500180 J of the Flood Insurance Rate Map (FIRM). According to the National Flood Insurance Program, the site is located within FEMA Flood Zone X, areas located outside of the 500 -year floodplain. (Refer to Appendix "B" -"Miscellaneous Drainage Maps" for the FEMA FIRM map) 2. The Average October ground water level elevation is estimated to be 2.0 ft NGVD. This elevation should be used to compute the capacity of the exfiltration trenches. (Source: Dade County Department of Environmental Resource Management & Miami -Dade County Public Works Manual, Volume H — Design Standard Detail WC 2-2). The October Water Table Map has been included in Appendix `B". III. Water Distribution System The water mains owned and operated by the Miami -Dade Water and Sewer Department (MDWASD) in the vicinity of the project is shown in the Table 2. Table 2: Existing Water Mains Location Between Water Main(s) NW 14th Street NW l It" Avenue and NW 10th Avenue 8" Within private N/A 2" property limits Civica Medical Campus on Jackson Memorial Campus Site Utility Study Page 4 In accordance with Miami -Dade Water and Sewer Department (MDWASD) criteria, the developer may be required to construct a new 12 -inch ductile iron (DI) water main along the adjacent portion of NW 14`' Street, and connect to the existing 12" water main located in NW 1 Vh Avenue. In addition, if the existing 2" watermain within the project limits is in conflict with the proposed improvements, it will need to be removed, Any easements associated with said watermain may need to be vacated. A final determination of the points of connection and requirements will not be provided by MDWASD until Water and Sewer Agreement is requested by the owner. Water sei vice meters will be installed by MDWASD forces at owner's expense. Water service meters would need to be purchased at the owner's expense and installed by MDWASD forces. See Appendix "C" for a copy of the MDWASD water atlas sheet for the project area. IV. Sanitary Sewer Collection System The sanitary sewer mains owned and operated by the Miami -Dade Water and Sewer Department (MDWASD) in the vicinity of the project is shown in the Table 3. Prior to December 2008, this station had been under conditional moratorium. In December, 2008, improvements required to lift the moratorium were completed. However, since that time, Miami -Dade County has been unable to obtain valid ET readings on the pump station and the pump station remains "on hold for further review" (see Appendix "D"). Miami - Dade DERM may not accept new flow allocations until the pump station begins transmitting regular operational data readings. It is expected that the existing force main may have capacity to receive additional flow from the proposed development but the final determination regarding the status of the existing transmission system and the need for possible improvements will not be made without a request for a water and sewer agreement and the Sanitary Sewage System Capacity Certification Civica Medical Campus on Jackson Memorial Campus Site Utility Study Page 5 Letter is issued. A letter of availability and further coordination with MDWASD is recommended for the proposed sanitary sewer service connection points and requirements for this project. Please refer to Appendix "C" for the sewer atlas. Solid Waste Generation Solid waste generated by this project will be collected in standard onsite containers for refuse and recyclables. Regular pick-up service will be provided either by private hauling companies and/or by the City of Miami Solid Waste Department, who will transport the waste to Miami -Dade County's or private disposal and recycling facilities. The volumes of solid waste projected to be generated by the project are shown in Table 5.
