Da Company for additional services for the Stadium Site Parking Project, B-30648. Purpose of Item: To authorize the City Manager to execute Amendment No. l to the Professional Services Agreement (PSA) with Leo A. Daly Company for additional services for the Stadium Site Parking Project, B-30648. Amendment No. 1 increases the agreement by $435,000, from $4,899,642.60 to an amount not to exceed $5,334,642.60, in fulfillment of the $1,750,000 commitment to the Marlins Stadium Development Project. The City is required to contribute to Leadership in Energy and Environmental Design (LEED) Silver Certification for the Stadium as detailed in the tri - party Construction Administration Agreement (CAA), between Miami -Dade County, the City, and the Marlins Stadium Developer. Funds are to be allocated from Capital Project No. B-30648. Please refer to Exhibit A — "Breakdown of Additional Services" and Exhibit B — "Plans" for details. Background Information: On July 9, 2009, pursuant to Request for Qualifications (RFQ) No. 08-09-017, the City executed a PSA with Leo A. Daly Company in the amount of $4,899,642.60, for the provision of Architectural and Engineering Set -vices for the design of the Stadium Site Parking Project, B-30648 (Project). Pursuant to Resolution R-09-0130, the City entered into the tri -party Construction Administration Agreement (CAA) for the Stadium Project. The County and City are each responsible for paying 50% of the incremental cost to achieve LEED Silver status certification, beyond the $1,000,000 to be provided by the Stadium Developer on behalf of Major League Baseball for such purpose. Per the CAA, in no event shall the Incremental LEED Cost payable by the County and the City exceed $3,500,000 (not to exceed $1,750,000 from the County and not to exceed $1,750,000 from the City). The CAA requires that the Marlins Stadium be LEED Silver Certified. To accomplish this, energy efficient and environmentally prudent design elements must be integrated into the parking structures in order to provide credits toward the LEED certification. Continued... Daly, exact types and quantity of credits required to obtain LEED certification for the garages was unknown. This analysis has now been completed, and the attached Exhibit C — "LEED Credits," provides the listing of the credits required to meet the LEED Silver certification. Thus, additional services are necessary which consist of. $275,000 for the design integration of these elements and coordination of the LEED certification process with the U.S. Green Building Council (USGBC), and $160,000 to have all parking) structures support a Photovoltaic Generation System, also required in order for the Stadium to achieve LEEDI certification. The additional services have been approved by the Marlins and it has been agreed that these amounts will be deducted from the City's contribution of $1,750,000 in support of the LEED certification.
