HomeMy WebLinkAboutR-09-0584Vop City of Miami Legislation < U R �O Resolution: R-09-0584 File Number: 09-01409 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 12/17/2009 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), URGING GOVERNOR CHARLIE CRIST AND THE MEMBERS OF THE FLORIDA LEGISLATURE TO SUPPORT THE ISSUES AS STATED HEREIN, DURING THE 2010 LEGISLATIVE SESSION; DIRECTING THE CITY CLERK TO TRANSMITA COPY OF THIS RESOLUTION TO THE OFFICIALS DESIGNATED HEREIN. WHEREAS, municipal self-determination and local self-government are constantly under attack from a variety of public and private interests; and WHEREAS, numerous counties in Florida have recently proposed revisions to their charters that would adversely impact the Home -Rule powers of municipalities within those counties; and WHEREAS, a majority of Florida's cities have experienced negative impacts to infrastructure, housing stock and employment base from a series of natural disasters; higher than expected increases in the cost of building products; double-digit increases in the cost of property insurance; and inequities in the existing property -tax system; and WHEREAS, Florida's continuing population increase has presented a challenge to cities struggling to meet the infrastructure needs required to accommodate new growth and development without an infrastructure revenue source dedicated to municipalities; and WHEREAS, various proposed revisions to the property -tax system should they be adopted would have substantial adverse impacts for all municipalities in Florida; and WHEREAS, Florida's municipalities are dependent on other governmental entities for financial stability, and under the current system the state, counties, and school districts, control all funding sources authorized for implementing capital improvements and complying with concurrency requirements; and WHEREAS, Governor Charlie Crist and Florida's House and Senate leaders have an opportunity to address the unique concerns of municipalities during the upcoming 2010 legislative session; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Miami City Commission urges Governor Charlie Crist and the members of the Florida Legislature to support the issues as stated in Attachment "1 ", attached and incorporated, during the 2010 legislative session. The City Clerk is directed to transmit a copy of this Resolution to Governor Charlie Crist and the members of the Florida Legislature. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1 } Footnotes: {1 } If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
