HomeMy WebLinkAboutCover Memo 12-17-0904 �A To: The Honorable Tomas Regalado, Mayor and members of the City of Miami Commission From: Guy Forchion, Consultant/Interim Executive Director Date: December 4, 2009 Re: Fiscal Year 2010 Operating Budget Recommendation: The Board of Trustees of Virginia Key Beach Park Trust, (the "Trust'), request that the City Commission approve the attached resolution requesting General Operation Funds for the Fiscal Year 2010 in the amount of -$0- and approve the Trust's Carry Over Fund Balance for the Fiscal "Year 2010 in the amount of $324,364. Budget Summary The -$0- contribution from the General Fund for FY 2010 is $1,250,000 less than the contribution from the General Fund allocated in FY 2009. The Trust's Carry Over Fund Balance of $324,364 and $109,000 in projected revenue will allow the Trust to continue limited administrative and operational tasks. Assumptions made in this "amended" development of the FY 2010 budget are: • Operational and amusement revenue is estimated to be $52,000 • Event revenue generated by the Trust is estimated to be $57,000 • 14 staff positions are eliminated The Fallowing are Significant Accomplishments in FY2009 1. Carousel funding match from Commissioner Sarnoff. 2. Commencement of exhibit design for indoor and outdoor cultural center and museum components. 3. Received Children's Trust Award for providing exemplary Marine Biology Summer Youth Camp. 4. Re -distribution of approximately 45,000 CY of sand material. Maior objectives for IFY 2010 1. The attached budget provides detailed information regarding the Carry Over Balance Funds and Projected Revenue needed for our FY 2010 budget. It should be noted that there are numerous ongoing capital improvement projects that are funded through Homeland Defense Bonds, Safe Neighborhood Parks Bonds and Convention Development Tax Funds. 2. Installation of buoys that will designate a "no boating" safety zone. 3. Installation of a safe swim area on the beach. 4. Refurbish of historical buildings on the National Register. 5. Start of Cultural Center/Interpretive Exhibit Facility. 6. Installation of nature trails, native plant nursery and interpretive signage 7. Installation of interpretive signage that defines the cultural and civic history of the beach park and the natural resources of the land. 8. Release an RFP for the Cultural Center/Interpretive Exhibit Facility. Attachments Included. 9 Page 2
