Director Chief City Manager V Y1,76 Page 1 of 1 AGENDA ITEM SUMMARY FORM CONTINUED Background Information: Pursuant to Ordinance No. 12374, adopted on June 12, 2003, the Miami City Commission established a new revenue fund entitled "The Neighborhood Initiative Grant For Model City Community Revitalization District Trust" for certain special projects and appropriated funds, in the amount of $1.26 million from HUD. On July 30, 2008, the President of the United States signed the Housing Economic Recovery Act of 2008 ("HERA"), which included the Neighborhood Stabilization Program, administered by HUD. The Neighborhood Stabilization Program ("NSP") provides targeted emergency assistance to state and local governments to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities. Pursuant to Resolution No. 08-0641 and 08-0642, adopted November 13, 2008, the Miami City Commission approved the acceptance of said grant in an amount of $12,063,702 and amended the Annual Action Plan respectively for the implementation of NSP. According to the NSP plan, as approved by the City Commission and HUD, the City can purchase and rehabilitate properties for sale to eligible homebuyers. On October 28, 2009, HUD approved the use of Neighborhood Initiative Grant with NSP redevelopment funds for the construction of 8 single family homes in the Liberty City area. The NSP funds for must be obligated by September 6, 2010. To achieve the obligation of all the funds by September 6, 2010, the City must be able to award contracts to successful bidders as quickly as possible. For the limited purpose of complying with the requirements of NSP, the City Manager has the authority to approve and execute contracts with winning bidders for the rehabilitation of foreclosed residential properties and for the construction of new affordable homes under the NSP and/or the Neighborhood Initiatives Program of the Liberty City Community Revitalization Trust.
