A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO APPROVE AND EXECUTE CONTRACTS BETWEEN THE CITY
OF MIAMI ("CITY") AND THE WINNING BIDDERS, FOR THE REHABILITATION
OF FORECLOSED RESIDENTIAL PROPERTIES AND FOR THE CONSTRUCTION
OF NEW AFFORDABLE HOMES UNDER THE CITY'S NEIGHBORHOOD
STABILIZATION PROGRAM AND/OR THE NEIGHBORHOOD INITIATIVES
PROGRAM OF THE LIBERTY CITY COMMUNITY REVITALIZATION TRUST,
WITH FUNDS AWARDED TO THE CITY FROM THE UNITED STATES
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT; AUTHORIZING THE
CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, pursuant to Ordinance No. 12374, adopted June 12, 2003, the Miami City
Commission established a new revenue fund entitled "The Neighborhood Initiative Grant For Model
City Community Revitalization District Trust" for certain special projects and appropriated funds, in the
amount of $1.26 million from the United States Department of Housing and Urban Development
("HUD"); and
WHEREAS, on July 30, 2008, the President of the United States signed the Housing Economic
Recovery Act of 2008 ("HEAR"), which included the Neighborhood Stabilization Program ("NSP"),
administered by HUD; and
WHEREAS, the NSP provides targeted emergency assistance to state and local governments to
acquire and redevelop foreclosed properties that might otherwise become sources of abandonment
and blight within their communities; and
WHEREAS, pursuant to Resolution Nos. 08-0641 and 08-0642, adopted November 13, 2008, the
Miami City Commission approved the acceptance of said grant in an amount of $12,063,702 and
amended the Annual Action Plan respectively for the implementation of NSP; and
WHEREAS, according to the NSP plan, as approved by the City Commission and HUD, the City of
Miami ("City") can purchase and rehabilitate properties for sale to eligible homebuyers; and
WHEREAS, on October 28, 2009, HUD approved the use of a Neighborhood Initiative Grant with
NSP redevelopment funds for the construction of eight (8) single family homes in the Liberty City area;
and

WHEREAS, the NSP funds must be obligated by September 6, 2010; and
WHEREAS, to achieve the obligation of all the funds by September 6, 2010, the City must be able
to award contracts to successful bidders as quickly as possible; and
WHEREAS, for the limited purpose of complying with the requirements of NSP, the City
Manager has the authority to approve and execute contracts with winning bidders for the rehabilitation
of foreclosed residential properties and for the construction of new affordable homes under the NSP
and/or the Neighborhood Initiatives Program of the Liberty City Community Revitalization Trust;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized{1 } to approve and execute contracts between the
City and the winning bidders, for the rehabilitation of foreclosed residential properties and for the
construction of new affordable homes under the NSP and/or Neighborhood Initiatives Program of the
Liberty City Community Revitalization Trust, with funds awarded to the City from HUD.
Section 3. The City Manager is authorized{1} to execute the necessary documents, in a form
acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor. {2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including, but not limited to, those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
