AGENDA ITEM SUMMARY FORM CONTINUED
Background Information:
Pursuant to Resolution No. 04-0374, adopted June 10, 2004, the City Commission approved the City
of Miami's ("City") Consolidated Plan for Fiscal Years 2004-2009.
Per the Code of Federal Regulations 24 CFR 91.220, all entitlement jurisdictions are required to
submit an Annual Action Plan to the United States Department of Housing and Urban Development
("HUD") for the purpose of carrying out its long term strategic plan.
Pursuant to Resolution No. 08-0442, adopted July 24, 2008, the City Commission approved the
City's Annual Action Plan for Fiscal Year 2008-2009.
The Annual Action Plan set forth the overall goals and objectives of the City's Consolidated Plan.
On September 26, 2008, the City was awarded $12,063,702 for the implementation of the
Neighborhood Stabilization Program (NSP) which provided emergency assistance to the City to
acquire foreclosed properties that might otherwise become sources of abandonment and blight and
rehabilitate, resell, or redevelop the properties to stabilize neighborhoods and stem the decline of
house values of neighboring homes.
Pursuant to Resolution No. 08-0642, adopted November 13, 2008, the City Commission approved a
substantial amendment to the City's Annual Action Plan for the Fiscal Year 2008-2009 which
included the strategies for the implementation of NSP.
The Annual Action Plan has since been substantially amended to include changes to the previously
approved Neighborhood Stabilization Program plan by expanding the Areas of Greatest Needs and
modifying certain program strategies.
