HomeMy WebLinkAboutLegislationFile Number: 09-01216 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM ADMINISTRATION FUNDS, 1N THE AMOUNT OF $80,000; ALLOCATING SAID FUNDS TO ALLAPATTAH BUSINESS DEVELOPMENT AUTHORITY, AS SPECIFIED IN EXHIBIT "A", ATTACHED AND INCORPORATED, TO PROVIDE HOUSING AND QUALITY STANDARD INSPECTION SERVICES FOR THE CITY OF MIAMI'S SECTION 8 HOUSING CHOICE VOUCHER AND MODERATE REHABILITATION PROGRAMS AND HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS WITH SAID AGENCY, FOR SAID PURPOSE. WHEREAS, the City of Miami ("City") receives funding from the United States Department of Housing and Urban Development for its Section 8 Programs and Housing Opportunities for Persons with AIDS ("HOPWA") Program; and WHEREAS, the City's Department of Community Development ("Department") is required to provide Housing Quality Standard ("HOS") inspection services for the Section 8 and HOPWA programs; and WHEREAS, pursuant to Resolution No. 06-0650, adopted November 9, 2006, the City Commission approved the allocation of funds to Allapattah Business Development Authority ("ABDA") to provide housing quality standard inspection services for the City's Section 8 Housing Choice Voucher and Moderate Rehabilitation Programs and HOPWA program; and WHEREAS, pursuant to Resolution No. 08-0637, adopted November 13, 2008, the City Commission extended ABDA's contract to September 30, 2009; and WHEREAS, the Department has a need for ABDA to continue to provide the services; and WHEREAS, ABDA has continued to successfully complete all requirements under the contract; and WHEREAS, the Administration is requesting the transfer of CDBG program administration funds, in the amount of $80,000 from the Department Administration fund to ABDA to provide HQS inspection services for the Section 8 and HOPWA programs; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Vianu Page 1 of 2 Printed On; 10/28/2009 City of Miami City Nall 3500 Pan American Drive Legislation Miami, FL 33133 www,miamigov.com Resolution File Number: 09-01216 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM ADMINISTRATION FUNDS, 1N THE AMOUNT OF $80,000; ALLOCATING SAID FUNDS TO ALLAPATTAH BUSINESS DEVELOPMENT AUTHORITY, AS SPECIFIED IN EXHIBIT "A", ATTACHED AND INCORPORATED, TO PROVIDE HOUSING AND QUALITY STANDARD INSPECTION SERVICES FOR THE CITY OF MIAMI'S SECTION 8 HOUSING CHOICE VOUCHER AND MODERATE REHABILITATION PROGRAMS AND HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS WITH SAID AGENCY, FOR SAID PURPOSE. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The transfer of CDBG program administration funds, in the amount of $80,000, to ABDA, as specified in Exhibit "A", attached and incorporated, to provide HQS inspection services for the Section 8 and HOPWA programs, is authorized. Section 3. The City Manager is authorized{1} to execute the necessary documents with said agency, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the M2yor.{2} APPROVED AS TO FORM AND CORRECTNESS JULIE O. BRU CITY ATTORNEY Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
