THE AMOUNT OF $399,410 TO RAFAEL HERNANDEZ HOUSING AND ECONOMIC
DEVELOPMENT CORP., AS SPECIFIED IN EXHIBIT "Aa, ATTACHED AND INCORPORATED, FOR
THE REHABILITATION OF COMMERCIAL FACADES IN PRIMARILY RESIDENTIAL, LOW TO
MODERATE INCOME AREAS OF DISTRICT 5 OF THE CITY OF MIAMI; AUTHORIZING THE CITY
MANAGER TO EXECUTE A SPECIAL GRANT AGREEMENT IN SUBSTANTIALLY THE ATTACHED
FORM, AND ALL OTHER NECESSARY DOCUMENTS FOR SUCH PURPOSE.

Background Information:
On February 17, 2009, the President of the United States signed the American Recovery and
Reinvestment Act of 2009, which included an allocation for Community Development Block Grant —
Recovery ("CDBG-R") funds.
The CDBG-R funds are designed to stimulate the economy through measures that modernize the
Nation's infrastructure, improve energy efficiency and conservation through rehabilitation or
retrofitting of existing buildings, and expand educational opportunities and access to health care.
Pursuant to Resolution No. 09-0261, adopted on May 28, 2009, the Miami City Commission
approved the acceptance of CDBG-R funds in the amount of $2,218,946 from the United States
Department of Housing and Urban Development.
Pursuant to Resolution No. 09-0262, adopted on May 28, 2009, the Miami City Commission
approved a substantial amendment to the City's Annual Action Plan which included an allocation of
$399,410 for the rehabilitation of commercial facades in District 5.
Rafael Hernandez Housing and Economic Development Corp. ("RHHED") is a non-profit corporation
providing economic development activities, including commercial fagades, in all qualifying
commercial corridors located in District 5.
The Administration recommends the allocation of CDBG-R funds in the amount of $399,410 to
RHHED, as specified in Exhibit "A", attached and incorporated, for the rehabilitation of commercial
facades in primarily residential, low to moderate income areas of District 5 of the City.
