Subject: Request for Proposals to Provide Psychological Screening Services
Purpose of Item:
A Resolution of the Miami City Commission accepting the recommendation of the City Manager
approving the findings of the Evaluation Committee, pursuant to Request for Proposal No. 149127,
with Law Enforcement Psychological and Counseling Associates, Inc., for the provision of
Psychological Screening Services, for the Department of Police, authorizing the City Manager to
negotiate and execute an agreement, in substantially the attached form, for a period of three (3) years,
with the option to renew for three (3) additional one-year periods, allocating funds from the various
sources of funds of the user departments, subject to availability of funds and budgetary approval.

BACKGROUND RE: RFP #149127
The City of Miami Police Department requires pre and post employment psychological screening for all
sworn and civilian job applicants to identify individuals who are not suited for police work or careers in
law enforcement. In addition, due to the nature of careers in law enforcement, the Police Department
also requires that sworn and civilian employees attend counseling sessions, employee assessment
sessions, and stress-related seminars/workshops.
To fulfill this requirement, RFP No. 149127 was issued to secure a provider to perform Psychological
Screening Services for the City of Miami Police Department. The RFP was divided into three (3) parts:
Part A Services: Pre -Employment Psychological Services for Sworn Personnel; Part B Services:
Psychological Services for Employees; and Part C Services: Pre -Employment and Post Employment
Psychological Services for Civilian Employees.
Based on an evaluation of the Proposals by the Evaluation Committee, and approved by the City
Manager, it is recommended that the City Commission accept the findings of the Committee and
authorize the City Manager to execute a contract, in substantially the attached form, with Law
Enforcement Psychological and Counseling Associates, for the provision of Psychological Screening
Services, for three (3) years, with the option to extend for three (3) additional one (1) year periods.
Estimated annual amount: $220,223.29.
