Psychological Screening Services
As Chairperson of the Evaluation Committee ("Committee") for the above services for the City of
Miami, it is my responsibility to offer the findings and recommendation of the Committee.
The City issued RFP 149127 for the provision of Psychological Screening Services, and the two
(2) Proposals received were deemed responsive. The Evaluation Committee ("Committee"),
appointed by the City Manager, was comprised of the following individuals:
1. Cherise Gause, Sergeant, City of Miami Police Department
2. Alfred Boza, Investigator, City of Miami Beach Police Department
3. Carlos Colon, Detective, City of Hialeah Police Department
The Evaluation/Selection Committee ranked the firms as follows:

The Evaluation Committee has recommended that the City enter into negotiations with the
highest ranked firm, Law Enforcement Psychological & Counseling Associates, Inc., for Part A:
Pre -Employment Psychological Services for Sworn Personnel, Part B: Psychological Services for
Employees, and Part C: Pre -Employment and Post Employment Psychological Services for
Civilian Employees. However, should negotiations fail with the highest ranked firm for Part A, Part
B, and Part C Services, the City should then enter into negotiations for Part A Services with the
second highest ranked firm: Harley V. Stock, Ph.D., P.A. d/b/a Forensic Psychiatric and
Psychological Associates of Florida and issue a new Request for Proposals for Part B and Part C
Services.
Upon successful contract negotiations, the recommendation from the City Manager to the City
Commission seeking permission to authorize and execute the professional services agreement
will be presented at the next available meeting.
