AN ORDINANCE OF THE MIAMI CITY COMMISSION AMENDING ORDINANCE NO.
11000, AS AMENDED, THE ZONING ORDINANCE OF THE CITY OF MIAMI,
FLORIDA, BY AMENDING ARTICLE 9, BY ADDING A NEW SECTION 921
ENTITLED "BICYCLE PARKING", TO PROVIDE BICYCLE PARKING FACILITIES;
SUBJECT TO LIMITATIONS AS SET FORTH; CONTAINING A SEVERABILITY
CLAUSE; AND PROVIDING FORAN EFFECTIVE DATE.
WHEREAS, the Miami Planning Advisory Board, at its meeting held on September 16, 2009,
Item No. P. 6, following an advertised public hearing, adopted Resolution No. PAB 09-030 by a vote
of seven to zero (7-0), recommending approval as presented; and
WHEREAS, during the past eight (8) years, the City of Miami ("City") has launched a
comprehensive and aggressive environmental program to clean our streets and our waterways,
enhance the aesthetics of our streets and buildings, reduce the impact of vehicles on our roadways;
and
WHEREAS, the City Commission has adopted the recommendations of MiPlan, the City's
Climate Action Plan, which calls for promotion of green building programs such as the United States
Green Building Council ("USGBC") Leadership in Energy and Environmental Design ("LEED") rating
system and calls for promotion of alternative transportation; and
WHEREAS, the USGBC LEED rating system encourages sustainable sites, water
conservation, energy efficiency, conservation of materials and resources, and indoor air quality,
including the use of alternative means of transportation; and
WHEREAS, the increased use of bicycles can have innumerable benefits for citizens; and
WHEREAS, increasing the availability of bicycle parking racks will increase the instances of
bicycle use; and
WHEREAS, the health benefits through increased exercise from bicycle riding and the
reduction of pollutants in the atmosphere as a result of fewer cars on the road are well known;
WHEREAS, the City Commission after careful consideration of this matter deems it advisable
and in the best interest of the general welfare of the City and its citizens to amend its Zoning
Ordinance as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA, AS FOLLOWS:
Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby
adopted by reference thereto and incorporated herein as if fully set forth in this Section.

Section 2. Ordinance No. 11000, as amended, the Zoning Ordinance of the City of Miami,
Florida, is amended by amending the text of said Ordinance as follows {1}
"ARTICLE 9. GENERALAND SUPPLEMENTARY REGULATIONS
Sec. 921.C?oci caved. Off-street bicycle parking.
921.1. Off-street bicvcle Darkina shall be Drovided in accordance with the reauirements set forth in
this section.
The provisions of this section shall apply to all new development within R-3 zoning designation or
higher: all office, commercial, industrial, and parks or civic designations.
921.2. Required bicycle parking.
Number of spaces required.
1. The minimum number of bicycle parking spaces required shall be one (1) for every twenty (20)
required vehicular parking spaces or any portion thereof.
2. After the first fifty (50) required bicycle spaces are provided, additional spaces may be
reduced by one-half.
921.3. Bicycle parking standards.
Required bicycle parking must meet the following standards:

2. Bicycle parking shared by more than one use.
3. Required bicycle parking may be located within the project site or in a shared bicycle
parking facility subject to all the conditions for shared bicycle parking facilities of this
Section.
4. When required off street vehicular parking provided is covered, the required bicycle
parking shall also be covered.
5. When required bicycle parking is provided in racks, one (1) standard U -rack will
accommodate two (2) bikes and each rack must meet the followina standards:

a. The bicycle frame and one (1) wheel can be locked to the rack with a high security,
U-shaped shackle lock if both wheels are left on the bicycle;
b. A bicycle six feet long can be securely held with its frame supported so that the bicycle
cannot be pushed or fall in a manner that will damage the wheels or components; and
c. The rack must be securely anchored.
6. When required bicycle parking is provided in lockers, the lockers must be securely
anchored.
7. Shared bicycle parking facilities.
a. Reauired bicvcle aarkina saaces for two (2) or more adiacent sites may be satisfied b
the same bicycle parking facility used jointly provided that such right of joint use and
maintenance is evidenced by covenant running with the land or equivalent legal
document establishing the joint use.
b. Required shared bicycle parking facilities are to be located within 300 feet of any
building's main entrance.
c. The minimum number of required bicycle parking is satisfied by all sites using the
shared facility.
d. For purposes of this section, shared bicycle parking facilities are areas, locations or
structures designed to accommodate, house, store, maintain or hold several bicycle
parking spaces.
8. Parkina and maneuverina areas.
a. Each required bicycle parking space must be accessible without moving another
bicycle;
b. There must be an isle of at least five (5) feet wide behind all reauired bicvcle oarkina to
allow room for bicycle maneuvering;
c. The area devoted to bicycle parking must be hard surfaced.
9. A one (1) square foot directional sign shall be required if the bicycle parking is not visible
from the street or main buildina entrance. Said sian must be posted at the main buildina
entrance indicating the location of the bicycle parking.
Section 3. If any section, part of section, paragraph, clause, phrase or word of this Ordinance
is declared invalid, the remaining provisions of this Ordinance shall not be affected.
Section 4. This Ordinance shall become effective thirty (30) days after approval its adoption
and signature of the Mayor.{2}

stated, whichever is later.
