Proposed Amendments to Miami 21

1. D1. Allow 18 (or more) Work/Live per acre. This encourages
adaptive reuse and "eyes on the street".
2. D2 and all D districts. Allow a "habitable space" within any facility
such as a caretaker, security or owner, subject to reasonable
constraints. This helps to provide security and "eyes on the street".
3. Require the Planning Department, consultants and experts from
the public including business owners who own businesses in older
buildings, to review and change the language in Article VII referring to
non -conforming uses and non -conforming structures. We need create
less non -conformities than will exist under this proposed draft. There
must be respect given to existing usable structures and to existing uses
and there must be respect to adaptive re -use of older buildings. Other
cities re -use their older buildings. (Experts expect it will take some
years for the real estate market in Miami to recover. We must
encourage adaptive reuse of all our old buildings). Our point is adaptive
re -use is crucial, and moving forward it needs be the tone used by the
Planning Department in implementing Miami 21.
4. Article VII. VI1.41 7.1.3.5 Require objective criteria for the
determination of "substantial modifications". Clarify. It should not just
be the opinion of the Planning Administrator.
5. Review separate but related detailed comments of district
proposed amendments as presented by Bennet Pumo, Little River
Business District Co -Chair.
