D. Project Description, Objectives and Goals: Parks and open spaces are essential to the
quality of life in the City of Miami. Pursuant to this principle, the City recognized the need to
provide more green space within the urban environment and has codified this in its long-range
plan based in the tenets of "Smart Growth"—Miami 21. The City seeks assistance with the
purchase of park land located at 1814 Brickell Avenue in the amount of $500,000. The Brickell
area has a significant deficit of park space. And with an unprecedented level of development
immediately north of the proposed park over the past few years, the demand continues to
grow. Since 2003, 31 new residential buildings and 10,300 condominium and apartment units
hake been built—doubling the existing population, and bringing thousands of new residents

and families to the area. The City of Miami has a unique opportunity to acquire and create a
city park in a highly desirable location and a double lot measuring 35,500 SF, a rarity in this
neighborhood. Located close to 1-95 and the Rickenbacker Causeway, the park will be
capable of serving both the immediate neighborhood and other users.
The Safe Neighborhood Parks grant would allow the City to acquire a vacant property for the
purposes of creating a park in the Brickell community. The City will be able to purchase the
property in the time allotted by the County for the grant.

A. Describe basis or justification for cost estimate: Costs estimates are based on posted
selling price by the sales broker, as advertised (attached ad). Soft and closing costs have
been calculated by the City's Asset Management Office and are comprised of title, transfer,
appraisal and survey fees as delineated in the enclosed budget.

1) List other anticipated funding sources and amounts anticipated:
The Citv of Miami anticipates construction and improvement costs for the park in an
amount to be determined, funded by the City. The City's Department of Parks and
Recreation will maintain and operate the park at an estimated $25,000 per year.
2) Explain how these other funding sources will be used to complete or expand the SNP
bond -funded grant or total project:
The funding would expand the total project by improving the vacant lot for use as a
City park, complete with landscaping exotic plant material removal (if present) and
structural or furnishings needs; City funding would also support maintenance and operation
of the park.
3) If any other funding sources fail to materialize, how will that affect the SNP bond -
funded grant or total project:
