A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED: " COPS
TECHNOLOGY PROGRAM," CONSISTING OF A GRANT AWARD FROM THE
UNITED STATES DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY
ORIENTED POLICING SERVICES, IN THE AMOUNT OF $400,000, TO PROVIDE
FUNDING FOR A DIGITAL PHOTO LAB WITHIN THE CRIMINAL
INVESTIGATIONS DIVISION OF THE DEPARTMENT OF POLICE; AUTHORIZING
THE CITY MANAGER TO EXECUTE THE GRANT AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM, AND ANY OTHER DOCUMENTS IN
ORDER TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF SAID
GRANT AWARD.
WHEREAS, the City of Miami ("City") has been awarded a grant, in the amount of
$400,000, to be utilized for a digital photo lab within the Criminal Investigations Division of the
Department of Police; and
WHEREAS, the photo lab detail is responsible for the maintenance and acquisition of photo lab
supplies and equipment; and
WHEREAS, the computer system that is now being utilized was originally put into service in
2003; and
WHEREAS, it is now outdated and has reached its maximum storage capacity; and
WHEREAS, the Crime Scene Investigations Unit seeks to convert this system, which is based
on standard film photography, to an all digital system; and
WHEREAS, the departmental conversion to digital photography would only add to the security
and safety of all photographs taken by any and all of its representatives; and
WHEREAS, said conversion secures all images properly and in one location for public records
requests, and assures that no photographs are released without the proper authorizations; and
WHEREAS, digital systems are now being widely used by numerous law enforcement agencies
across the country due to their speed and efficiency; and

WHEREAS, this award does not require any local match; and
WHEREAS, said grant is awarded for the period of March 11, 2009, through March 10,
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF

MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Fund is established and resources are
appropriated as described below:
FUND TITLE: COPS Technology Program
RESOURCES: Department of Justice, Office of Community Oriented Policing $400,000
Services
APPROPRIATIONS: Digital Photo Lab for the Department of Police $400,000
Section 3. The City Manager is authorized {1} to execute the grant agreement, in
substantially the attached form, and any other necessary documents in order to implement the
acceptance and administration of said grant.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor. {2}

{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
