A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED: "NIJ FY 09
COVERDELL FORENSIC SCIENCE IMPROVEMENT GRANT PROGRAM" AND
APPROPRIATING FUNDS, CONSISTING OF A GRANT FROM THE UNITED
STATES DEPARTMENT OF JUSTICE/OFFICE OF JUSTICE PROGRAMS,
NATIONAL INSTITUTE OF JUSTICE, IN THE AMOUNT OF $123,695, FOR THE
DEPARTMENT OF POLICE; AUTHORIZING THE CITY MANAGER TO EXECUTE
THE GRANT DOCUMENTS, IN SUBSTANTIALLY THE ATTACHED FORM, AND
ALL NECESSARY DOCUMENTS IN ORDER TO IMPLEMENT THE ACCEPTANCE
AND ADMINISTRATION OF SAID GRANT.
WHEREAS, the City of Miami ("City") has a strong interest in enhancing service in the forensic
science field; and
WHEREAS, the City submitted a grant application to the Department of Justice requesting funding
for specialized forensic training classes, overtime and administrative cost for crime scene and
technical services personnel; and
WHEREAS, on September 16, 2009, the City received notification that said application was
approved for funding, and that the City was awarded a grant in an amount not to exceed $123,695, in
federal funds by the Department of Justice; and
WHEREAS, this award does not require any local match;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:

APPROPRIATION: Forensic science improvements $123,695
Section 3. The City Manager is authorized{1} to execute the grant documents, in substantially the
attached form, and all necessary documents in order to implement the acceptance and administration
of said grant.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
