A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF
UNDERSTANDING AMONG THE SOUTH FLORIDA WORKFORCE INVESTMENT
BOARD, THE CITY OF MIAMI, AND MIAMI DADE COLLEGE, IN SUBSTANTIALLY
THE ATTACHED FORM, ESTABLISHING A PARTNERSHIP TO CREATE GREEN
JOBS TRAINING PROGRAMS.
WHEREAS, the 2009 unemployment rate according to the United States ("U.S.") Labor
Department for the City of Miami ("City") and surrounding areas was over 8% as of March, 2009;
and
WHEREAS, the City, Miami Dade College ("MDC") and South Florida Workforce Investment
Board ("SFWIB") agree that proactive steps are required to counter this lagging employment
indicator and alleviate the hardship experienced by many area residents; and
WHEREAS, green jobs are projected to be one of the fastest growing fields in the US
economy; and
WHEREAS, the City seeks to partner with SFWIB and MDC for the creation of green job
training programs facilitated at both MDC campuses and the Miami Green Lab, a project of the
City; and
WHEREAS, these programs will provide knowledge on green subjects to familiarize individuals
on green technologies and environmental studies to enhance their skills and increase their
eligibility for green jobs;
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings in the Preamble to this Resolution are adopted by reference
and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized{1} to execute a Memorandum of Understanding
among SFWIB, the City, and MDC, in substantially the attached form, establishing a partnership to
create green jobs training programs.
Section 3. This Resolution shall become effective immediately upon its adoption and signature by

{1) The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
